Description of Job
The Office of Human Resources (OHR) conducts all Human Resources services. The purpose of this office is to: classify, recruit, screen, examine, interview and refer candidates to appointing authorities in all correctional facilities and parole offices, hiring; establish staffing patterns and create positions; oversee personal services contract compliance; initiate and update personnel and position records for more than 6000 classified positions including creation and maintenance of accurate payroll data; on-board new staff; oversee employee relations, conflict resolution, and employment litigation/hearings; implement ongoing quality control via employee performance evaluation; compensation analysis and recommendations, assess culture to improve retention and manage labor relations.
Job responsibilities will include primary duties for one of the following work units, but not limited to :
Labor Relations Unit
Provide management, employees, and external customers through the Statewide Partnership Agreement while jointly working to promote cooperative relationships with the shared goal of providing the best possible service to employees, the public, and all stakeholders;
Serve as the liaison supporting stakeholders with labor relation issues;
Provide expertise pertaining to labor relations in employee coaching, progressive discipline including but not limited to corrective and disciplinary matters and grievances;
Conduct initial interviews and gathers information for labor relations matters such as partnership agreement compliance, work complaints, or other concerns; informs appropriate HR staff when additional investigation is required;
Provide initial guidance/review of labor relations dispute process, providing direction and guidance to appointing authorities regarding aspects of DOC policy, Partnership Agreement, State Personnel Board Rules, legal precedence and DOC performance standards;
Coordinate employee designation notifications, training for covered and non-covered employees, and supervisor neutrality training;
Provide guidance to stakeholders through formal and informal training regarding all aspects of labor relations processes;
Perform other job related duties as assigned or required.
Employment Services Unit:
Meet with hiring managers and Subject Matter Experts (SMEs) to develop job analysis and comprehensive selection devices to include comparative analysis assessments based on required competencies (knowledge, skills, abilities and other characteristics);
Compose job announcements, identify needs for recruiting top talent, and post job announcements;
Utilize the job evaluation system to classify positions and create/recommend new positions;
Advise appointing authorities on organizational staffing structure and classifications, taking into consideration business need, operations, and job function;
Preform other job related duties as assigned or required.
Employee Relations Unit:
Research and compile necessary reports to support departmental response to Colorado Civil Rights Division (CCRD) and Equal Employment Opportunity Commission (EEOC) charges;
Review appeal claims, gather information, and track decisions;
Counsel appointing authorities on legal precedence, CDOC policy and trends;
Gather information and respond to subpoena and requests for information from outside entities;
Perform other job related duties as assigned or required.
Employee Benefits Unit:
Provide direction and coordination to appointing authorities, employees, supervisors, medical providers, legal counsel, other Human Resources personnel, workers' compensation claims adjusters, and CDOC executives regarding the administration of rules, regulations and procedures for the state workers' compensation program, Family Medical Leave Act (FMLA), Health Insurance Portability and Accountability Act (HIPAA), donated leave, and fitness for duty;
Collaborate with the insurance claims adjusters to monitor and influence insurance reserve money and savings and collaborates with legal counsel on litigious claims;
Manage the FMLA notifications by certifying the leave used based on the medical information received from the employee, tracking the leave used by the employee and assuring that the FMLA is being administered equitably throughout the department;
Perform other job related duties as assigned or required.
Compensation Unit:
Provide salary recommendations based on Department of Corrections Compensation Program;
Provide clear, accurate, and timely salary recommendations;
Manage salary recommendations and job classifications, ensuring a competitive and equitable compensation framework;
Research industry salary trends, analyze internal pay structures, and will advise on salary offers and promotions;
Collaborate with facility staff for administration of the compensation program, ensuring that the agency needs are met;
Perform other job related duties as assigned or required.
Culture Unit:
Conduct cultural assessments in all facilities, parole offices, and auxiliary units throughout the state;
Responsible for effective management of logistical administrative duties to include but not limited to: scheduling assessments, conducting briefings with internal stakeholders, arranging vehicle reservations, drafting presentations, and ensuring that all necessary data is collected prior to the commencement of an assessment;
Ensure efficiency through periodic briefings on site with cadre members and facility leadership under the direction of the culture coach during the assessment process;
Position is pivotal to the success of the cultural assessment process, as effective planning is paramount to the successful execution of the cultural assessment process;
Engage in courageous conversations with staff, offenders, and community partners through face-to-face interviews to garner authentic feedback as to their experiences within the Department;
Maintain confidentiality, build trust, and prioritize exceeding our established WIG are essential;
Perform other job related duties as assigned or required.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS:
Six (6) years of Human Resources experience performing Human Resource functions which includes but not limited to salary review and recommendations, recruiting, developing job announcements/ analysis, selections, or job evaluation.

A combination (that equals 6 years) of higher education from an accredited college and experience in Human Resources or relevant experience in an occupation related to the work assigned.
