About the Paid Leave Division:
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
Position Purpose:
The Financial Operations Analyst performs financial support within the Paid Leave division. Under the supervision of the Financial Operations Supervisor, this position functions as the Paid Leave program's Accounts Receivable (A/R) Analyst, responsible for accurate and timely processing, tracking, and reconciliation of receivables related to employer contributions, fees and benefit overpayment recovery. The role helps maintain the integrity of the Paid Leave Trust Fund by executing daily reconciliation procedures, supporting internal control activities, and identifying transaction level discrepancies. Due to the staffing structure within the financial operations team, this role requires the analyst to support responsibilities that span accounts receivable, cash management and employer exemption processing, ensuring flexibility and cross-functional alignment.
Key Responsibilities Include:
Execute and reconcile daily financial transactions for the Paid Leave Trust Fund, including employer contributions, fees and overpayments.
Monitor accounts for errors or discrepancies and ensure timely corrective action.
Maintain compliance with state and federal requirements through accurate documentation and internal controls.
Support audits, fraud prevention activities, and reconciliation processes.
This position will be based out of the St. Paul office.

Minimum Qualifications

Two (2) years of experience administering financial transactions, reconciliations, or accounts receivable in a regulated, government or public-sector setting.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience with data analysis tools and reporting platforms (e.g., Excel, SQL, or similar).
Experience processing and reconciling financial transactions in compliance with state, federal, or organizational standards.
Knowledge of accounts receivable functions including employer contributions, overpayment recovery, and reconciliation processes.
Experience identifying, tracking and resolving financial transaction discrepancies or errors.
Experience interpreting and applying financial policies, accounting standards or statutory requirements.
Experience documenting processes, preparing reports, and communicating financial information to internal and external stakeholders.
Preferred Qualifications
Bachelor's degree in accounting, finance, business administration, public administration, data analytics, or other closely related field as determined by the agency.
Familiarity with Minnesota's Statewide Integrated Financial Tools (SWIFT) system or similar financial/accounting reporting system.
Experience working with public benefit programs, payroll systems, or government trust funds.
Skill in performing account reconciliations, monitoring receivables and supporting financial reporting accuracy.
Experience supporting internal controls, audit requests and fraud prevention strategies.
