CEMML is a research, education and service unit within the Warner College ofNatural Resources at CSU . CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. LOCATION : The U.S. Army Garrison, Hawaii provides installation management service and support for Army and civilian personnel at Schofield Barracks Military Reservation and other sub-installations located throughout the Islands of Hawaii and Oahu, as needed. The Directorate of Public Works, Environmental Division supports the U.S. Army's commitment to environmental excellence in all aspects of the Army's mission in Hawaii. While balancing the unique considerations of mission, community and the environment, the Environmental Division assists U.S. Army Hawaii to continuously strive to improve its environmental performance and seeks to lessen environmental footprint and prevent pollution; minimize impact on the Hawaiian land; conserve, preserve and protect our natural and cultural resources; and comply with all applicable environmental laws and regulations.
Position Summary
The Collections Manager and Archivist is responsible for assisting the CRMP to meet the standards identified in 36 CFR §79 (Curation of Federally owned or Administered Archaeological Collections), Army Regulation 200-1, Environmental Protection and Enhancement, Department of Defense Instruction 4715.16 for Cultural Resources Management, and Army Regulation 25-400-2 (Army Records Information Management System). The Collections Manager and Archivist will coordinate with the Archaeological Collections Manager at PTA to ensure program consistency in accordance with Federal regulations, Garrison policy, and direction from the USAG -HI Cultural Resources Program Manager. The repository at Schofield Barracks currently houses 200 cubic feet of archaeological collections including artifacts, objects, flotation samples, and soil samples from archaeological investigations spanning pre-Contact and Historic periods. The repository also contains 135 linear feet of associated records and materials including archival quality reports, thousands of paper records, field notes, maps, and prints and digital photographs (and negatives).
The Collections Manager and Archivist provides preservation guidance and support to the CRMP to accomplish cataloguing of backlogged collections, field collection, transmittal, processing, storage, monitoring and care of cultural and historic material; identify and coordinate conservation needs; and coordinate and track loans and displays. Duties include cleaning, analyzing, inventorying, accessioning/deaccessioning, photographing, cataloging and labeling archaeological and historical collections; rehousing collections to meet the standards identified in 36 CFR §79; maintenance and oversight of artifacts, material remains and associated records inventory in a collection management software, or Access database operable on the Army computer network to include new and existing collections, as well as site data information; maintaining the curation facility; and maintaining archival records, including photographs, maps, field notes, in-house project files, contracted project files and deliverables, and other related documents. This position is also responsible for the inventory and organization of project files, associated records, contract materials, and the program library materials and databases in accordance with the Administrative Records Act.
The Collections Manager and Archivist collaborates and implements short- and long-range collection programs and protocols and provides direct support for management of documents and material owned or administered by USAG -HI. The position organizes and manages the archive's physical and digital library and archive materials and is responsible for adding new materials and assisting staff with these resources. The position is also responsible for compiling data about the collection, conducting inventories of collections, and is tasked with coordinating procurement and maintenance of archival quality curation supplies.
The Collections Manager and Archivist will also contribute to pertinent sections of the Integrated Cultural Resources Management Plan ( ICRMP ) and Collection Management Policies and Procedures. This position is also responsible for security of the collections to include environmental measures such as IPM (integrated pest management) and T/RH (temperature and relative humidity) management, emergency action plans and risk assessments, and physical security measures.
The Collections Manager and Archivist will work closely, and in collaboration with, Archaeological Field Director ( CEMML Supervisor) and Army Cultural Resource Managers (CRMs). This position works independently to accomplish collection management projects, and thus must be highly organized with strong attention to detail. The Collections Manager and Archivist must be able to communicate and interact with internal/external staff, officials, and the public in a personable and professional manner. The work will be primarily conducted in an office setting at Schofield Barracks concentrating on maintaining the curation facility, collections databases, and archive collections.
This position may also be required to participate in the National Historic Preservation Act ( NHPA ) and the Native American Graves Protection and Repatriation Act ( NAGPRA ) processes and assist in consultation with Native Hawaiian Organizations (NHOs) and other interested parties. Preparation of displays and materials and participation in Army related and public outreach presentations may also be required.
The Schofield Barracks and Pohakuloa Training Area Collections Managers will also coordinate consistent field collection policies, work plan methodologies, and contribute to reports pertaining to collections and artifact analysis and synthesis.
Required Job Qualifications
BS/BA degree in Museum Studies, Library Information Science, Anthropology/Archaeology, History, Historic Preservation or related field.
Minimum of two (2) years of professional experience working with collections and, artifacts.
Demonstrated experience working in an archaeological laboratory.
Demonstrated experience with collections preservation principles and techniques; laboratory methods and procedures; storage techniques and protection practices; as well as documentation procedures, including accession, catalog, and other recordkeeping.
Demonstrated experience prioritizing tasks and maintaining an organized approach to work, with limited supervision.
Thorough knowledge of federal (36 CFR §79) curation standards.
Working knowledge of environmental and pest monitoring principles and techniques with ability to develop environmental/monitoring plans.
Proficiency with Microsoft Office applications, especially databases.
Experience preparing and presenting written correspondence, reports, and recommendations in a clear and concise manner.
Experience working in highly structured work environments with established lines of authority, procedures, and protocols.
Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card ( CAC ) and public trust clearance. Furthermore, candidates are required at a minimum to complete a NACI /SF85 and successfully pass a federal background check to remain eligible for employment by CSU .
· Must be physically able to lift and carry boxes and equipment weighing up to 30 pounds. Long periods of standing, walking, recurring bending, stooping, lifting, reaching, or similar activities are expected.
Must attend the U.S. Army UXO safety awareness training prior to working in those areas, and maintain the awareness training annually for the duration of employment.

MS/MA degree in Museum Studies, Library Information Science, Anthropology/Archaeology, History, Historic Preservation, or related field.
Highly qualified candidates will possess greater than two (2) years of professional work experience, which includes responsibility for collections preservation, storage, accessioning, cataloging, inventory and other collections accountability principles and techniques, and other recordkeeping duties.
Working knowledge of Access databases or other curation management software.
Working knowledge of American Alliance of Museum standards, guidelines, and procedures for collections management.
Experience working in Hawaiian and/or Pacific Islands, and familiarity with cultural history is highly desirable.
Experience recognizing the interrelationships of resource management disciplines, such as museum services, archaeology, building preservation, ethnography, etc.
Attention to detail, including an aptitude for recognizing inconsistencies.
Experience in training staff in collections management, standards, and procedures is preferred.
Experience developing educational and public outreach materials and presentations a plus.
Experience in the manipulation and restoration of digital images is desirable.
Demonstrated knowledge of methods and issues in archaeology and historic architecture is preferred.
Basic familiarity with U.S. Federal historic preservation laws and regulations that govern cultural resource management, especially the NHPA and NAGPRA .
Demonstrated familiarity with Department of Defense and U.S. Army guidelines and regulations for curating archaeological collections in accordance with the standards included in 36 CFR §79.
