Description of Job
About the Work Unit
This work unit exists to fulfill the statutory requirement of CRS 43-1-106(12) for the Division to conduct Internal audits on the department to determine the efficiency and effectiveness of the operations of the department; external audits on persons entering into contracts with the department, as deemed necessary or advisable by the Transportation Commission; federally required audits as are delegated to the Commission or the Department to perform; financial audits in order to ensure the financial integrity of the department and other audits as the executive director may deem necessary.
About the Position
This position functions as a subject matter expert/staff authority with expertise in data analysis, data analytical tools and population sampling techniques. This position provides technical support on SAP, Excel and other systems/software to Audit staff and makes recommendations to CDOT management on audit electronic data practices.
The position is additionally responsible for drafting and updating Audit Division work programs, performing audit steps, analyzing data, and evaluating audit work for compliance with applicable standards (Government Auditing Standards (GAGAS), Audit Division policy and procedures.
Major Duties include but are not limited to:
Data Analytics
Conducts data analysis to identify and address areas of CDOT risk and ensures the Audit team understands and considers these risks in performing their audit work.
Chooses a sample of a population using statistical or other sampling criteria for analyses.
Extracts and analyzes data from SAP and other systems using various tools such as Excel to contribute to Audit reports.
Provides technical support on SAP, Excel and other systems/software utilized by CDOT to staff.
Oversees the data analyses done by Audit staff to ensure accuracy and completeness.
Audit Planning and Programs
Prepares a review/audit work program for each review and/or audit, to be approved by the Audit Director, which must comply, as appropriate, with the requirements of GAGAS, Generally Accepted Auditing Standards (GAAS), CDOT Audit Division policies and procedures, and any other applicable standards.
Determines population and sample selection of items being audited.
Develops work program procedures that will achieve objectives that will provide reasonable assurance that work performed results in appropriate conclusions and findings.
Effectively plans reviews/audits to maximize team resources, hours available, calendar deadlines, and add value to CDOT.
Creates AuditBoard work projects, including incorporating the approved work program into the planning, fieldwork, report writing, and finalization steps.
Determines data requirements and analytical procedures to be used.
Working Papers
Review and as necessary, compiles review/audit evidence relating to the review/audit objectives that is relevant and sufficient to support the conclusions reached.
Ensures data used is complete and accurate.
Develops elements of a finding or provides an audit conclusion that meets the objectives of the audit/review and are supported by audit evidence.
If necessary, makes recommendations and/or conclusions that provide value to the applicable parties.
Reporting
Reviews and evaluates responses to recommendations to ensure management addresses risks identified and takes appropriate action to resolve audit findings.
Prepares reports and/or written correspondence as necessary to communicate results of audits/reviews in an objective, clear, concise, constructive, and timely manner.
Assists with the presentation of audit/review results to the Transportation Commission's Audit Review Committee as deemed necessary.
Professional Development
Complies with GAGAS and CDOT Audit Division policy standards regarding continuing professional education requirements.
Maintains current knowledge of statutes, regulations, policies, procedures, accounting, and auditing standards related to the audit/review activities performed in the Audit Division. This knowledge will be used to answer technical inquiries of CDOT personnel. This knowledge will also be used to instruct CDOT personnel on auditing standards and Audit Division processes.
Special Projects
Participates in special projects or other duties as assigned.
Supports the Audit Division's commitment to continuous improvement by sharing ideas and providing suggestions for improvement in the Audit Division and throughout CDOT.
Work Environment:
Daytime work hours Monday - Friday.
You will likely work a hybrid schedule with a combination of in-office and remote work.
May be required at times to work offsite at external entities' places of business.
May be required occasionally to travel overnight to conduct fieldwork or for conferences/training purposes.
In-state travel, although infrequent, may be required.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience Only:
8 years of full-time professional in auditing, accounting or a closely related field which included at least four (4) years of full-time experience performing IT, financial, performance, or compliance audits. Must have experience performing audits services that included IT related components.
OR
Education and Experience:
A combination of relevant education and experience that equals 8 years.
Education from an accredited college or university with coursework in auditing, accounting, or another field of study closely related to the major duties of this position will be considered.
Experience performing IT, financial, performance, or compliance audits that included audit services with IT related components.
Substitution:
Current, valid licensure as a CPA from the Colorado Board of Accountancy or a current valid CIA certificate will substitute for five (5) years of the requirement. If you are a Certified Internal Auditor (CIA), please attach a copy of your certification to your online application.
