Position classification
Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job
Provide entry level accounting support by balancing and reconciling daily revenues for the seven Motor Vehicle branch offices, Recording, and Election departments. Accurately enter revenue and deposit information into the computer systems, maintain detailed records, and follow established financial procedures.
Accounting Technician I: $ 42,519.57 - $ 59,527.40
Accounting Technician II: $ 47,774.99 - $ 66,884.98
Examples of Duties for Success
Balance and reconcile daily revenues for Motor Vehicle branch offices, including Kiosk, Online, and EVRT drawers. Compare DRIVES cash drawer reports with deposit slips; assist in resolving discrepancies.
Support revenue balancing and reconciliation for the Recording and Election departments; verify department balancing software against deposit slips.
Enter and verify revenue and deposit information in Excel spreadsheets using DRIVES reports for cross-checking.
Track returned checks for all Clerk & Recorder departments; send correspondence, update payment records, and notify the Sheriff's Office if payments remain outstanding.
Answer phone calls and provide general accounting information on refunds and returned items to internal staff, external agencies, and customers.
Audit vaults and cash drawers for accuracy and compliance with cash-handling procedures.
Assist in refund check processing by retrieving refund letters, entering data into tracking spreadsheets, and verifying details before issuing vendor numbers.
Follow internal financial procedures and controls to maintain consistency and data integrity.
Independently balance and reconcile daily revenues for Motor Vehicle branch offices (including Kiosk, Online, and EVRT drawers) and for the Recording and Election departments. Fully resolve discrepancies.
Maintain high accuracy in Excel spreadsheets through thorough cross-referencing with DRIVES reports.
Assist Accounting Manager with reconciling the monthly bank statement for the Clerk's Office.
Monitor returned checks across all departments; maintain accurate records and coordinate with the Sheriff's Office on sequesters.
Respond to complex refunds, returned items, and sequester inquiries from customers and agencies.
Conduct detailed audits of vaults and cash drawers for all departments.
Provide DRIVES expertise to assist external customers and support Motor Vehicle managers with financial troubleshooting.
Manage the full refund check process, including creating vendor numbers, issuing checks, and verifying compliance before distribution.

Qualifications for Success
Familiar with data entry procedures, including typing, basic math, and grammar. Able to accurately count, post, stay focused, and follow established routines.
Capable of following State and County requirements. This includes completing the annual security training for Adams County and the DPPA training through the State.
Proficient in operating standard office equipment, including computers, copiers, scanners, adding machines, and telephone systems.
Knowledge of computer software related to accounting, such as Excel.
Proficient in using Microsoft Outlook for email communication and Microsoft Teams for virtual collaboration and meetings.
Familiar with DRIVES software, a specialized computer system used by the Motor Vehicle offices.
Capable of quickly and efficiently learning and navigating specialized software used by the Recording department along with JD Edwards for issuing vendor numbers in the Accounting Department.
Ability to learn the Clerk and Recorder's policies and procedures.
Skilled in communicating clearly and respectfully through verbally, written and electronic forms.
Strong interpersonal skills with the ability to establish, maintain, and foster positive and effective working relationships with County staff, the public, and external partners.
Ability to perform essential functions of the position with accuracy, efficiency, and professionalism.
Proficient in Clerk & Recorder data entry procedures, with strong typing skills, and a solid command of basic math and grammar. Accuracy in counting, posting, mental alertness, and adapting to routines.
Knowledge of or the ability to learn the statutes and regulations affecting the various departments of the Clerk and Recorder's office.
Able to maintain compliance with the State and County requirements. This includes the annual security training for Adams County and the DPPA training through the State.
Knowledge of accounting-related computer software, such as Excel, along with expertise in DRIVES, the specialized system used by Motor Vehicle offices.
Knowledge of, or the ability to quickly learn specialized software systems used by the Recording department as well as JD Edwards for issuing vendor numbers and processing refund checks in the Accounting Department.
Ability to work with other government offices and entities, banks, and financial institutions.
Well-versed in the policies and procedures of the Clerk and Recorder's Office.
Knowledgeable in interpersonal communication with the ability to communicate clearly and respectfully, both verbally and in writing, while establishing, maintaining, and fostering effective, positive working relationships with County staff, the public, officials, and external entities.

Education and Training:
High School diploma or GED equivalent.
License or Certificate:

Ability to become deputized.
Background Check: Must pass a criminal background check.
This role can operate in a hybrid capacity. Requires the ability to work independently, manage tasks efficiently, and communicate effectively if the schedule allows working from home.
Physical Requirements
Ability to function effectively in a deadline driven environment with frequent interruptions and competing priorities.

Experience:
2 years of experience in Bookkeeping, Accounting, Motor Vehicle, or a combination of these areas.
Education and Training:

Background Check: Must pass a criminal background check.
