Microsoft's Cloud Operations & Innovation (CO+I) is the engine that powers our cloud services. We design, build, and operate Microsoft's global datacenters, delivering the core infrastructure and foundational technologies for over 200 online services-including Azure, Office 365, Bing, Xbox Live, Skype, and OneDrive.
Our team is responsible for:
Critical infrastructure delivery : From design and equipment procurement to construction and commissioning.
Operational excellence : Managing datacenter operations 24x7x365 across 90+ countries.
Innovation and sustainability : Driving automation, data-driven engineering, and environmentally responsible growth.
Capacity and demand planning : Ensuring optimal utilization of infrastructure to meet global customer needs.

Within CO+I, the Global Operations Center and Incident Management (GOCIM) team empowers datacenter operations by delivering comprehensive support that ensures rapid detection, notification, and coordinated response to critical events. We are seeking a highly motivated and experienced Senior Program Manager to join this dynamic team.
As a Senior Program Manager , you will play a pivotal role in shaping and driving strategic programs that impact the broader organization. You will:
Lead program landscape research and analysis to identify opportunities for innovation and improvement.
Scope new initiatives and enhance existing programs to deliver measurable value.
Define and track success criteria and performance metrics.
Develop tailored landing and communication plans to ensure program adoption.
Share best practices and communicate effectively to gain stakeholder buy-in.
Manage a portfolio of complex projects, including timelines, milestones, financials, and resource allocation.
Provide strategic insights into how people, processes, technology, and systems interconnect.
Conduct cost-benefit analyses and evaluate performance against value drivers.
Use data to inform strategy and execution.
Advocate for and influence organizational priorities, driving alignment and encouraging behavioral change across teams.

This role is located either in one or all hub locations - Atlanta, GA, Washington, D.C., Redmond, WA, San Antonio, TX or Phoenix, AZ.
Relocation support will be provided, and successful candidates will need to ?relocate or reside within 50 miles of the hub office location.
This role is eligible for hybrid or remote work, up to 100%.
Responsibilities
Program Strategy & Planning Define and scope new programs and enhancements, aligning them with organizational priorities. Lead cross-functional collaboration to ensure security, compliance, and business objectives are met.
Execution & Delivery Manage a portfolio of complex projects, including timelines, milestones, financials, and resource planning. Drive rhythm-of-business activities and ensure stakeholder accountability.
Performance & Optimization Establish and track success metrics (e.g., OKRs, KPIs, ROI), using dashboards and scorecards to monitor impact. Conduct cost-benefit analyses and scenario modeling to inform decision-making and continuous improvement.
Change Management & Communication Develop and execute landing plans and communication strategies tailored to diverse audiences. Evangelize program value through storytelling and data-driven insights to gain stakeholder buy-in.
Process Innovation & Risk Mitigation Identify opportunities to streamline operations, resolve root issues, and sunset underperforming programs. Lead efforts to map interdependencies across people, processes, and systems, and guide change management initiatives.
Stakeholder Engagement & Enablement Leads identification of training and reskilling needs and mapping of individuals in partnership with business leaders and HR to ensure teams are equipped with the skills required to support evolving business demands.
Qualifications
Required/Minimum Qualifications:
Bachelor's Degree in Business, Operations, Finance, or related field AND 6+ years experience in program management, process management, or process improvement
OR equivalent experience.
1+ years experience leading incident response in a Critical Environment.

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
While not required, we also look for the following Preferred Qualifications:
Master's Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement OR Bachelor's Degree in Business, Operations, Finance, or related field AND 12+ years experience in program management, process management, or process improvement
OR equivalent experience.
Business Program Management IC5 - The typical base pay range for this role across the U.S. is USD $116,900 - $203,600 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $148,400 - $222,600 per year.
