Job Description
Dakota County Technical College and Inver Hills Community College seeks a Director of Finance and Budget to provide strategic and operational financial leadership and oversight for all financial operations of the College, ensuring compliance with MinnState policy and procedures.This position is responsible for the strategic development and execution of the College's budget planning process and provides executive-level budget planning information, fiscal management reports, and strategic financial analysis to the President, Vice President for Finance and Operations, and other college leaders to inform strategic decision-making.
The Director provides leadership and oversight to three units - Procurement, Contracts & Division Support, Student Support and Accounts Receivable, and Budget & Financial Reporting. These units provide a comprehensive range of financial services and business operations, ensuring efficiency,
accuracy, and strategic alignment with the College's mission and goals.
These areas include accounting services, accounts payable, financial reporting, contracts, purchasing, student payroll, employee reimbursements, student billing and tuition collections, student payments/Bank Mobile, student financial aid financial processing/accounting, third-party invoicing, cashiering, banking deposits and reconciliations, collections, bookstore MBS, income contracts, manual receivables, parking & foundation deductions, reconciliations (Bremer/Swift to ISRS/Workday), check writing, contract development, management and training, delegations of authority, equipment and fixed asset management, invoice payments, notary, P-Card management and training, and business expenses.
The incumbent possesses strong accounting acumen, communication skills (both oral and written), and exercises significant independent judgment in the development, interpretation, and implementation of institution-wide fiscal policy and strategy.
The Director also acts on the college's behalf regarding budget, contract, and fiscal matters in the absence of the Vice President of Finance and Operations and strategically representing the college with the MinnState system office in critical projects (e.g., Workday implementation, merger of DCTC/Inver).
Salary Range:
$46.68 - $67.01/ Hour; $97,468 - $139,917 Annually
Minimum Qualifications
Bachelor's degree in accounting, finance, or related field OR a bachelor's degree in another field with a Master's degree in accounting, finance, business administration, public administration, or related field. A minimum of five years of progressive, professional experience in financial management, of which at least three years involved successfully managing, mentoring, and developing a team of financial professionals to help set and meet goals and objectives in support of the organization's mission
Ability to function in a complex, high-demand environment, managing multiple priorities simultaneously
Demonstrated competence in applying the following:- Generally accepted accounting principles and practices, especially GASB- Auditing and budgeting principles and practices- Financial planning and business administration- Financial statement preparation- Financial analysis to support managerial decision making
Demonstrated success in promoting and supporting an equitable, positive, and respectful work environment that values racial and ethnic diversity among all stakeholders and colleagues.
Demonstrated experience leading complex projects and cross-functional initiatives, including the ability to define project scope, develop and manage timelines, coordinate diverse teams, and deliver results aligned with strategic goals.
Advanced proficiency in Microsoft Excel, including the ability to design and manage complex spreadsheets, utilize advanced formulas and functions, create pivot tables and charts for data analysis, and apply data validation and conditional formatting to support financial reporting, forecasting, and decision-making.
Preferred Qualification
Master's degree in accounting, finance, business administration, or public administration or professional licensure/certification such as: Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Certified Internal Auditor (CIA).
Extensive experience in financial and budget management and strategic planning in higher education, state agency, or public sector, including oversight of budget development and forecasting, financial reporting and analysis, student financial services (billing, payments, aid processing), accounting (including receivables, payables, banking, grants), payroll (including student), and purchasing/contracts.
5+ years of experience supervising staff
Knowledge of business practices, regulations and principles for government contracting, grant management, and accounting and fiscal management.
A record of fostering collaboration, gathering stakeholder input, building transparency and accountability in decision making.
Proven ability to implement continuous improvement practices using tools such as Lean, Six Sigma, or other methodologies to enhance operational efficiency, streamline business processes, and support data-informed decision making.
Ability to create effective high performing teams through superior leadership skills.
Workday Finance ERP administration experience and experience with other relevant financial systems used in higher education for student accounts, general ledger, payroll, and purchasing (e.g., ISRS, Bank Mobile, MBS, SWIFT).
