S ummary
The Assistant Vice President, Commercial, is a senior leadership role responsible for establishing, implementing, and overseeing MTA C&D's commercial management systems and policies across capital and operating programs. The AVP provides vision and leadership for developing agency-wide processes that drive transparency, accountability, and efficiency in contract compliance, consultant/vendor payments, risk management, and program controls.
The AVP is accountable for ensuring timely, accurate, and compliant commercial operations-including consultant invoice processing and contract oversight-while aligning with project delivery goals, safety standards, quality management, and regulatory requirements. This position requires balancing strategic oversight with operational leadership to ensure the agency's commercial practices support the successful delivery of large-scale infrastructure programs.
Responsibilities
The Assistant Vice President is responsible for developing and implementing a C&D-wide commercial management system that integrates program and project controls, finance, procurement, and delivery functions.
The AVP will establish and maintain policies, procedures, and best practices for contract compliance, invoicing, change management, and risk mitigation.
The AVP will o versee the end-to-end review and processing of consultant task order invoices, ensuring compliance with PMP 208, contract terms, and Prompt Payment requirements.
Monitor contract funding, task order execution, and modifications in coordination with Procurement, Legal, Finance, and Program Directors.
Track and report commercial performance metrics, including invoice aging, rejection rates, turnaround times, and contract risk indicators, and present results to senior leadership.
Ensure adherence to quality management standards, including ISO 9001, and oversee quality audits, training, and outreach efforts.
Serve as a senior point of escalation for consultant and vendor disputes, invoice rejections, and compliance issues, while promoting efficient vendor engagement and payment practices.
Identify issues and risks proactively and ensure timely resolution and mitigation.
Recommend solutions to SVP Finance Operations and executive management for the resolution of critical issues.
Provide high-level analysis and recommendations to senior leadership on commercial risk, process improvements, and operational alignment with project delivery goals.
Partner with Program Directors, Project Managers, and Commercial Managers to manage procurement-phase scope, budget, and contractual changes.
Coordinate commercial activities with executive leadership, contractors, consultants, operating agencies, and external stakeholders to minimize project risks and delays.
Ensure program activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.
Manage and monitor progress against the agency and program goals.
Manage reporting, documentation control, and retention of all commercial records.
Manage and mentor commercial operations staff, including the Consultant Payments Group, by overseeing staffing, training, performance evaluation, and succession planning.

Education and Experience
A Bachelor's degree in Engineering, Architecture, Construction Management, Business Administration, or a related field (advanced degree preferred).
Must have a m inimum of ( 1 4) fourteen years experience in Accounting, Finance, Business Administration, contract management, or a related field .
Must havea a minimum of least (8) eight years of senior-level management experience overseeing commercial or financial operations, preferably within construction or transportation industries.
In-depth knowledge of transportation and construction industries and MTA agency policies and procedures is preferred.
S trong knowledge of consultant invoicing processes, contract management, and project controls systems.
Excellent communication and interpersonal skills with proven ability to collaborate across diverse stakeholders.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must have focus and ability to deliver on results, organizational effectiveness, development, and continuous improvement.
Strong leadership, problem-solving, and decision-making skills; proven ability to manage competing priorities.
Must possess proven leadership ability, sound judgment, effective oral and written communication skills, and the ability to resolve conflicts and balance competing priorities.

Proficient computer skills (i.e., Windows environment, Microsoft Office,) and strong business administrative skills (i.e. , presentations, report and letter writing, time management, etc.).
