Summary This position is located within Patient Care Services, under the Whole Health Program at VAPORHCS. The incumbent serves the Whole Health Supervisory Health System Specialist (Administrative Director). The Whole Health Program promotes personalized, proactive care, that affirms the importance of the relationship between patients and their healthcare team. The focus of the program is on empowerment to achieve optimal health within the whole person through patient centered care and self-healing. Responsibilities Duties include but not limited to: Overseeing, directing and supervising the administrative functions and activities of the major physician-based services in the program such as: Mental Health & Clinical Neurosciences, Comprehensive Integrative Health (CIH), Empower Veterans Program (EVP), Northwest Pain Clinic within Operative Care, Primary Care, Rehab & Long Term Care and Health Promotion and Disease Prevention (HPDP). The incumbent is the central point for coordination of these issues and for the day-to-day administration of services. He/she serves as advisor to the Chief of Staff, the Director, Associate Director and Chief Nurse Executive, participating in policy-making, planning and management decisions impacting upon the operation of the Whole Health Program. Advising management relative to developments within the clinical services, which require consideration due to their impact upon existing or pending policy and/or operational decisions. Developing, evaluating, adjusting and prioritizing functions, programs, procedures and clinical management systems to accomplish the facility's mission. Developing, evaluating and adjusting organizational structures, policies, procedures and management systems; settling disputes between sections and services; and addressing personnel actions which affect key employees or issues which could adversely affect the functioning of the services. Establishing and implementing both long and short term plans, policies and procedures, assuring that programs are integrated to provide high quality patient care with optimum utilization of facility resources. Conducting assessments, creating performance plans and evaluating the Whole Health Program to ensure proper coordination between the delivery of Whole Health Program services and the overall delivery of healthcare. Providing direction and oversees implementation of the Office of Patient Centered Care and Cultural Transformation (OPCC & CT); Complementary & Integrative Health (CIH); Complementary & Alternative Medicine (CAM); and VISN initiatives related to Whole Health Program. Directs personnel management for the Whole Health Program by making sound decisions on personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse pertaining to employee performance or conduct. Assuring that all program policies and procedures are in compliance with VHA regulations, Central Office directives, VISN guidelines, Hospital policy, Union Master Agreement, professional guidelines, and all accrediting and regulatory agencies. Developing and implementing procedures so that the minimum structural and process requirements stipulated by VACO for the Whole Health Program are satisfied. The incumbent is the approving official for various Fund Control Points and is responsible for the budget for the Whole Health Program office and sections within the Whole Health Program including, but not limited to, salary of personnel; services related to fee-based screening; enhancements to existing complementary approaches; group wellness approaches; promotion of healthy eating; patient engagement; facility space; training and travel activities for staff development and VISN Whole Health Program Strategic planning meeting; training and educational materials; and equipment for newly allocated Whole Health Program space. Develops policies and plans for the organization. Provides leadership and direction to promote the development and productivity of all employees supervised and all physicians at the medical center. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of Specialized Experience would typically include but not limited to the following: developing program plans, goals, objectives and initiatives and evaluating the effectiveness of programs identifying problems and developing solutions developing administrative guidelines for the conduct of program operations analyzing and interpreting data planning, organizing and managing administrative programs related to healthcare applying organizational and system-wide strategies for continuous quality improvement running and supervising an administrative component of a health care organization/program Preferred Experience: 1 year of leadership experience; Administrative supervision; demonstration of ability to work independently Program Management: Managing and overseeing staff who perform health care administrative duties. Leadership and Supervision: Leading, supervising, and mentoring a multidisciplinary team and ensuring effective communication and collaboration among team.
