DESCRIPTION OF WORK
In this position, you will engage with property owners, developers, contractors, local officials, and various stakeholders to clarify the requirements for occupancy permits and legal limitations, while also assisting in the resolution of issues related to both proposed and existing projects. Your responsibilities will include conducting inspections at all stages of work associated with Highway Occupancy Permits, ensuring compliance with the relevant Department regulations, policies, and procedures that govern the review and issuance of these permits. You will be tasked with explaining the necessary compliance measures to customers, ensuring they adhere to the Department's regulations, policies, design and construction standards, specifications, testing procedures, and documentation related to the highway occupancy permit program. Additionally, you will interpret plans, standards, and specifications submitted by applicants and their engineering, architectural, or consulting teams for various @types of highway construction, identifying situations that may require the input or approval of other Department engineering or legal personnel. Your role will also involve researching existing construction plans to ascertain legal right-of-way widths, necessitating a comprehensive understanding of the Department's roadway identification systems (SR-Segment-Offset). You will be expected to independently plan and organize your work to fulfill assigned responsibilities within the time frames established by applicable laws and policies.

Work Schedule and Additional Information:
Full-time employment
Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
You will work closely with vendors and work hours may change based on vendor availability.
This position will require travel at times to District 8-0 at 2140 Herr Street. Travel reimbursement may be possible.
Telework: You will not have the option to telework in this position.
Salary:Selected candidates who are new to employment within the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $45,907.00 (before taxes)

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
One year as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Two years as a Transportation Technician or Construction Cost Technician 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
One year of construction inspection experience, and an associate's degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or
An equivalent combination of experience and training.
Special Requirement:
This position requires possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent.
