Summary Air University seeks a key staff member and advisor for Air University (AU) in support of all Air Force education programs executed by AU. They will oversee the activities of AU's Advisory Boards and directly supports AU academic programs by ensuring critical strategic issues related to the quality and effectiveness of AU academic programs are made available to the Air Force level and Air University senior leaders. Responsibilities Serves as the primary staff officer for AU Advisory Board activities. Maintains qualification as Designated Federal Official and assures all advisory board activities comply with FACA requirements. Maintains currency and accuracy of all required information in the FACA database as required by OSD policies. Collects, coordinates, assigns, and tracks action items, recommendations, and observations from governance bodies to inform stakeholder and senior leader discussions and decisions. Manages and synchronizes university-level governance activities and communication to advance AU Strategic Plan goals. This includes independent planning, coordinating, and facilitating governance meetings including BoV (main and subcommittee), AU Strategy Council, AU Academic Council, AU Officer Deans' Council, AU Commander's Business Meetings, and other meetings as required. Serves as a key liaison between governance structures and stakeholders (including senior leadership, AU HQ staff, School Commandants, and the AU Faculty Senate), and establishing mechanisms for collecting and disseminating information related to effective university reporting and best practices in higher education. Develops objectives, measurable indicators of progress toward strategic goals and initiatives recommended by various AU stakeholders. Prepares and presents reports, briefings, and analytical reports to stakeholders and senior leaders that indicate trends related to strategic objectives, goals, and initiatives. Develops recommendations that contribute to the efficiency and effectiveness in governance policies, processes, and procedures across all mission areas of the University. Monitors and reports enterprise strategic governance metrics and academic project milestones. Guides AU Strategic Plans and Integration. Leads and contributes to the university's mission by engaging in teaching, scholarship, and service across academic and professional domains. Delivers instruction, facilitates workshops, and conducts briefings in areas of expertise, ensuring the alignment of these activities with AU's strategic objectives. Provides high-level organizational, academic, and subject matter expertise, offering comprehensive project support through briefings, workshops, and detailed reporting at internal and external symposia and conferences. Actively engages with internal and external stakeholders to solicit valuable insights and foster collaboration that supports AU's mission. Represents AU in diverse academic and professional forums, enhancing the institution's visibility and influence within the broader academic and defense communities. Undertakes other duties as required, contributing to the advancement of institutional priorities and objectives. Requirements Conditions of Employment Qualifications In order to qualify, a candidate must meet the education and experience requirements listed. Broad knowledge of best practices, standards, and requirements for higher education institutions, coupled with understanding of educational research and statistics for program effectiveness analysis. Skill in formulating and executing organizational and management strategies both independently and collaboratively. Ability to design, execute, and coordinate complex institutional effectiveness and assessment projects, including managing diverse teams and fostering external liaison relationships. Ability to collaborate, inspire, and motivate others towards goal accomplishment, while addressing sensitive issues professionally. Exceptional communication and interpersonal skills to effectively interact with high-level individuals from diverse backgrounds (general officers, senior executives, college presidents, association representatives, and corporate CEOs). Knowledge of scholarly research methods and ability to conduct inquiry and publish in academic venues. Broad knowledge of both the military and academic culture and requirements of teaching effectively in a dynamic academic environment. Incumbent may be required to travel TDY as directed by management, sometimes on short notice, by military or commercial air or by any other designated means to conferences, meetings, for mobile training, or other functions away from the duty site. The incumbent must be able to obtain and maintain a SECRET clearance. Must have knowledge of University-level governance, operations, and Academic Affairs coordination, along with familiarity with higher education accreditation principles and processes. The incumbent must have a demonstrated ability to design valid and reliable data collection instruments that yield appropriate quantitative and qualitative data to document effective strategic program management. Experience executing collaborative projects with senior-level (e.g., SecDef, CSAF, University Presidents, CEOs) partners is required. Proven ability to manage and coordinate large, complex projects within time constraints, while working with high-level professionals. Education An earned Ph.D. in Industrial/Organizational Psychology, Operations Research, Higher Education Administration, Policy, and Leadership, Educational Administration, or related discipline is required.
