DPU: The Department of Public Utilities (DPU) is the state agency responsible for overseeing investor-owned electric power, natural gas, and water companies in Massachusetts. It regulates the safety of bus companies, moving companies, transportation network companies, and oversees the safety of natural gas pipelines and the MBTA. Job Description: Monitors the activities of the Pipeline Safety Division for compliance purposes. Specifically, reviews and analyzes data concerning the Pipeline Safety Division and DPU personnel activities; prepares reports; responds to inquiries; maintains files; assists Division Managers and performs related work as required. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES -Schedules meetings and prepares documents for the Division Director, Assistant Director as needed or directed -Maintains Division electronic and hard copy files - Prepare annual PHMSA Grant filings such as Progress Reports, Base Grant & Year End payment request. - Maintains Telephonic Incident Notification spreadsheet. - Registers new PUE's for required PHMSA courses / classes. - Completes onboarding and offboarding forms for employees. - Reference checks for employee onboarding. - Travel Authorization forms for all Pipeline Staff. - Maintains Division files and in a well-organized manner and ensures they are easily accessible. - Ensures that records and documents received are filed in a timely fashion. - Maintains and renames documents to ensure that they will be readily accessible - Status and organizational process of files and folders is documented - The organizational process for the files and folders is communicated to staff and provides guidance and instructions on process and maintenance of files and folders - Perform periodic reviews of the administrative process to identify and correct deficiencies - Folders and files are logically organized and reviewed periodically to ensure that they are maintained in an orderly fashion - Status and organizational process of files and folders is documented - Organize and maintain the Pipeline Folder in the One drive, organized and up to date - Ensure that Department issued materials are well drafted, accurate and properly formatted - Maintains tracking files for enforcement actions - Provide staff support by reviewing, creating, disseminating enforcement action materials - Record payments due and received for the processing of gas meters by the DPU - Co-ordinates electric & Gas customer complaint meter test requests. - Orders and maintains sufficient supplies and equipment for the Pipeline Safety Division/ Office Supplies, PPE, Clothing - Receives, processes and keeps an accounting of civil penalty payments for the Pipeline Safety Program. - Create and maintain meter inspection productivity reports - Assist senior staff as directed QUALIFICATIONS REQUIRED AT HIRE - Knowledge of the principles and practices of office and file management. - Ability to write concisely, to express thoughts clearly and to develop ideas in logical sequence. - Ability to accurately record information provided orally. - Ability to assemble items of information in accordance with established procedures and practices. - Ability to maintain accurate records. - Ability to determine the proper format and procedure for assembling items of information. - Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. - Ability to prepare general reports. - Ability to exercise discretion in handling confidential information. - Ability to understand, explain and apply the laws, rules, regulations policies, procedures, specification, standards and guidelines governing pipeline activities. - Ability to exercise sound judgment. - Ability to establish rapport with persons from different and diverse cultural and/or economic backgrounds. - Ability to deal tactfully with others. - Ability to establish and maintain harmonious working relationships with others. - Ability to motivate others. - Ability to give oral and written instructions in a precise, understandable manner. - Ability to communicate effectively in oral expression. - Ability to follow written and oral instructions. - Ability to maintain a calm manner in stressful and emergency situations. - Ability to adapt to varied work situations. - Ability to work independently. - Knowledge of compliance techniques. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory or law enforcement work, or (B) and equivalent combination of the required experience and the substitutions below. Substitutions: An Associate's or higher degree may be substituted for the required experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
