Summary This position functions as the Executive Assistant to the Medical Center Director for the Overton Brooks VA Medical Center (OBVAMC) serving as principle adviser to top level management in the areas of health systems management and operations. Responsibilities Duties include but not limited to: Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Serves as the core facilitator for implementation of action plans for the medical center's performance measurement initiatives. Facilitate this medical center's integration of performance measures into the overall performance improvement/system redesign program and management systems. Assist medical center personnel in improving medical center operations through system redesign tools and provide technical advice. Provide training as needed to service chiefs and medical center employees on performance measures, management techniques, strategic planning, and other related topics. Participates in special studies and projects, both as chairman/leader of the project or study group or as an active member. Development and implementation of both long- and short-term policies and objectives. Formulate plans for improvement with the Performance Measurement Coordinator which outline the medical center's implementation strategies including training for executives, managers, supervisor, and employees-at-large. Serves as the medical center alternate facility planner, consulting with and advising top management, managers, and supervisors on strategic planning processes. Coordinate all aspects of the Operational Briefing process by setting up schedules, serve as the recorder for the Operational Briefings, sends out action plans to the services. Undergraduate and Graduate Education: Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR) requirements, applicants must also meet the specialized experience directly related to this position. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience organizing, coordinating, and prioritizing many simultaneous work assignments, both individual and team related; experience with qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative, clinical, and technical health care programs; experience using qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; experience organizing and directing workloads; and experience as a manager/supervisor in a healthcare facility or medical center.
