JOB SUMMARY
T his position is responsible for managing all aspects of Metro-North's environmental compliance with applicable laws, regulations, and environmentally responsible business practices. Key areas include oversight of the Tank Management Plan (TMP), Spill Control and Countermeasure Plans (SPCC) Plans, and Stormwater Pollution Prevention Plans (SWPPPs) as well as the design, installation, operation oversight, and documentation of environmental protection systems throughout Metro-North. The role involves effective coordination with internal departments, consultants, regulatory agencies, municipalities and other stakeholders.
DUTIES AND RESPONSIBILITIES
Provide 24/7 support and rotational on-call response to spills and environmental incidents, including regulatory notifications, coordinating cleanup, and maintaining and closing spill files.
Manage complex systems and projects across the MNR territory, including:
Oversee new and existing environmental protection systems including documentation and compliance tracking, sample data analysis, and lead design reviews for new or upgraded systems as needed to meet regulatory and operational requirements.
Manage petroleum bulk storage tank compliance, including registrations, installations, testing, decommissioning, inspections, inventory control, reconciliations, and maintenance of the Tank Management Plan.
Support State Pollutant Discharge Elimination System (SPDES) permit compliance across MNR facilities, including, performing permit sampling, preparation of Discharge Monitoring Reports (DMRs), permit modification applications, and troubleshooting exceedances. Oversee oil water separator maintenance and participate in inspections conducted by New York State Department of Environmental Conservation (NYSDEC), New York City Department of Environmental Protection (NYCDEP) and Connecticut Department of Energy & Environmental Protection (CTDEEP).
Handle and participate in environmental reporting, including, but not limited to, preparation of annual Polychlorinated Biphenyl (PCB) reporting and other environmental reporting requirements. Implement and update PCB guidance documents and Health and Safety Plans as needed.
Plan, conduct, and direct environmental yard inspections, including those related to SPCC/SWPP and TMP. Provide any necessary training and dissemination of information. Implement the best environmental management practice plans. Update and implement new plans as required.
Review capital and other projects as required to ensure compliance with environmental requirements during design and construction and when operational. Manage contractors, vendors and contracts. Participate in departmental strategic planning and budgeting.
Represent Metro-North at environmental meetings with Connecticut Department of Transportation and coordinate and oversee requests for environmental maintenance and remediation projects required under ARSA agreement.
Direct and coordinate site access logistics for environmental site assessments related to real estate acquisitions.

KNOWLEDGE, SKILLS AND ABILITIES
I n-depth knowledge of environmental issues and regulations. Experience in researching and interpreting environmental laws and regulations.
Demonstrated ability to work effectively with contractors, vendors, contracts and budgets to address compliance issues and implement corrective actions.
Knowledge of Railroad policies and procedures.
Excellent written and verbal communication skills.
Ability to review design and shop drawings and to specifications, as needed, for environmental components and systems.
Project management experience related to environmental and industrial facilities. Experience with the coordination of sub-consultants and contractors for the execution of environmental projects.
Knowledge of sampling techniques for environmental sampling of soil and water, including holding times, preservative requirements, sample volume requirements and preparation of Chains of Custody, including identification of required parameters.
Knowledge of Geographical Information System (GIS)and Global Positioning System mapping to be used in mapping remedial systems monitoring wells, yard SPCC/SWPP Plans and other environmental items and systems.
Demonstrated ability with regard to compliance and management for petroleum tanks and storage facilities and piping systems, to include installation, decommissioning, registration, inspections, inventory control, reconciliations, and testing.
Knowledge of the differing PCB regulatory requirements in New York and Connecticut for spill clean-up, storage, and/or handling.
Knowledge of oil water separators, industrial wastewater systems and fuel pad operations and clean outs.
Ability to perform and/or review Phase I site assessments.
Demonstrated ability with regard to vendor management, cost estimate preparation, budgeting, invoicing, etc. for environmental projects.
Ability to adjust work schedule to accommodate special projects as necessary, including periodic night shifts and weekend coverage
Ability to respond to emergencies 24 hours a day, 7 days a week and to be on call on a rotational basis
Valid driver's license and ability to travel to various locations .
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's degree in business or environmental studies or a related field. Demonstrated equivalent education, experience and/or technical credentials may be considered in lieu of degree to include four (4) additional years of related experience.
Minimum of seven (7) years of experience in the environmental field services within transportation, construction, manufacturing, or similar industry.
Minimum of five (5) years of experience managing professional staff/diverse workforce and/or projects.
Current certification/training or ability to rapidly obtain and maintain qualification in the following:
New York State Department of Environmental Conservation Certification as Class A/B Operator of Underground Storage Tank System s
24-Hour Hazardous Waste Site Worker Training (site specific)
40-Hour Hazardous Waste Operations Training Program
Hazardous Materials Certification Training for 49 CFR
Resource Conservation and Recovery Act (RCRA) Training
MNR Roadway Worker Protection qualified or ability to become qualified within (6) months of hire and maintain the annual requalification thereafter .
The following is/are preferred :
M aster's Degree in environmental studies or a related field.
Experience handling railroad environmental matters.
Experience in a construction/engineering field.
MNR Operating Rules qualified or ability to become qualified within (1) year of hire and maintain the annual requalification thereafter.

This is a policy maker position. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion.
This position requires a driver's license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
