Job Description:
Reporting to the Director of Real Estate & Commercial Development, the Airport Property & Real Estate Manager is responsible for managing and developing the Salt Lake City Department of Airports' (SLCDA) non-concession real property and facilities. This includes property leasing, land acquisition and disposition, real estate development, general aviation property management, tenant relations, risk management and contract administration for Salt Lake City International Airport, South Valley Regional Airport, and Tooele Valley Airport.
The position oversees short- and long-term property leasing strategies, ensures compliance with lease and property agreements, and supports the strategic objectives of the Airport's property portfolio.
This is a professional management position requiring substantial experience in real estate, property management, and contract law, with proven leadership skills in a high-profile, public-sector environment.
About the Position:
The Airport Property & Real Estate Manager is a strategic leader responsible for maximizing the value, use, and development of the Salt Lake City Department of Airports' non-concession real estate portfolio. Overseeing properties across Salt Lake City International, South Valley Regional, and Tooele Valley Airports, this role drives leasing strategies, negotiates high-value agreements, manages tenant relationships, and ensures regulatory compliance while supporting the airport's long-term growth and revenue goals. Position Salary Range:
$128,038 to $142,265 annually based on qualifications and experience.

Key Responsibilities:
Manage and administer all SLCDA-controlled real property, ensuring effective utilization and development in line with airport standards, governmental regulations, and best practices.
Conduct market analyses to optimize revenue potential; establish fair rates of return and prepare proposals for property development.
Negotiate, execute, and enforce property leases, contracts, and other agreements.
Oversee tenant relations, including in-house construction coordination, facility maintenance needs, and resolution of tenant issues.
Oversee risk management functions for the airport system, including insurance renewals, claims, property damage recoveries, and associated relationships.
Monitor and enforce compliance with lease terms through inspections and regular reviews.
Develop and implement policies and procedures that ensure compliance with applicable federal, state, and local regulations.
Manage lease accounts, address delinquencies, and execute final actions, including termination or eviction when necessary.
Maintain high standards of customer service for property tenants and stakeholders.
Serve as local liaison with commercial airlines, Fixed Base Operators (FBOs), cargo carriers, the FAA, TSA, utility providers, and other assigned property stakeholders.
Prepare and input the Division's annual budget and ensure expenses remain within established amounts.
Hire, coach, and evaluate assigned staff to ensure operational efficiency.
Perform other duties as assigned.
Minimum Qualifications:
Graduation from an accredited four-year college or university in business management, administration, public administration, property management or a related field, and six (6) years professional experience in property administration, revenue management and risk management including one (1) year supervisory experience. Education and experience can be substituted on a year-for-year basis.
Knowledge of the laws and regulations relating to lease and contract development.
Ability to make decisions in accordance with laws, ordinances, regulations and departmental policies, involving budgetary impacts of a significant amount.
Proficient in computer use and the application of a variety of associated software including spread sheet, word processing, and presentation programs.
Excellent interpersonal skills and the ability to communicate effectively orally and in writing.
Ability to develop and maintain effective working relationships with governmental agencies, tenants, the public and airport employees.
Possession of a valid state driver's license or Utah driving privilege card, and ability to operate City vehicles.
Desired Qualifications:
Possession of an active real estate license.
Professional experience in airport property administration, revenue management and risk management activities in a civil airport environment.
Working knowledge of federal, state and local aviation industry agencies and regulations.
Working knowledge of right of way regulations, aviation easements, and Federal Aviation Administration regulations.
Knowledge of Federal Aviation Administration and United States Department of Transportation funding procedures and requirements for property acquisition.
Working Conditions:
Moderate physical effort, comfortable working conditions, and handling of light weights. Intermittent sitting, standing and walking. Exposure to potentially hazardous conditions during on-site inspections and interactions with land owners, tenants and the public.
Considerable exposure to stressful situations as a result of human behavior, deadlines, and financial responsibilities.
May be required to work non-traditional hours, with 24-hour availability.
Occasional travel to properties within the airport system, and occasional out-of-state travel.
