Summary This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT). Office of Information Technology (OIT) is responsible for the implementation of information technologies that are aligned with the business strategies of the Veterans Administration (VA), from Veterans Health Administration (VHA), Veteran Benefits Administration (VBA), National Cemetery Administration (NCA) and Corporate offices. Major Duties: Ensure that project management quality standards, tools and techniques governing all aspects of application development, systems support and research and development activity are defined and implemented across the system with the goal of ensuring uniformity and consistency of components. Analyze information systems requirements, architectures or environments to create an IT project and technical plan and determines new and innovative approaches and develops solutions to a diverse range of critical and complex IT problems. Oversee the requirements planning, procurement, design, modification, integration, testing and deployment of the IT system. Evaluate, monitor or ensure compliance with Federal, VA laws and regulations, policies, standards or procedures; identify standards or requirements for infrastructure, configuration or change management. Develop and review various @types of contracts, techniques for procurement, acquisition requirements documentation, and leads or participates in contract technical source selection and evaluations, serves as Contracting Officers Representative to monitor purchases or contracts for IT services, equipment, products, supplies, property or other items. Manage program/project management and systems lifecycles to include: Acquisition, development, modification, enhancement, deployment or decommissioning of a product, service or system. Participate in the establishment of system-wide and local monitors and controls to meet federal government and industry standards and directs recommended and accepted risk assessment methodology. Manage program and budget resources valued up to hundreds of millions of dollars, in order to deliver highly complex information technologies via one or multiple IT projects. Serves as an expert technical advisor to VA senior executive leadership and stakeholders across VA OIT related to program risk management and software management technologies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. This position requires the application of expert leadership and managerial skills. Additionally, the incumbent applies technical expertise in project and risk management and serves as an expert advisor to other leaders and teams across OIT. Mastery technical knowledge based and understanding of VA enterprise architectures and data models, hardware and software standards and VA strategic technical initiatives and System of System engineering challenges to develop and deploy compatible solutions. Mastery knowledge of and experience in project management disciplines such as requirements, analysis, project planning, budgeting, cost analysis, acquisition, configuration management, data management, information systems, network security and IT architecture, inter- and intra-network systems, data storage and other related IT data center system hardware and software projects. Mastery knowledge of and experience of hardware, software, operating systems and peripherals available in the industry and understand the relationships between operating systems and hardware on which they run in order to analyze and develop efficient IT solutions.
