Summary You will serve as a ADMINISTRATIVE SPECIALIST in the DEPARTMENT OF THE NAVY/SPAWAR SYSTEMS COMMAND of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will provide advice in planning, preparing, processing and coordinating tasks in the areas of A-11 budget, execution phasing, accounting, procurements and contracts and demonstrate leadership abilities. You will anticipate and/or identify financial issues and their program implications and recommend adjustment, efficiency, and/or corrective actions to enhance the effective allocation and use of resources. You will develop Carryover funding projections and A-11 budget estimates; and respond to inquiries regarding program and financial issues including reclamas to proposed budget adjustments. You will provide expert technical and programmatic advice, guidance, and recommendations to line managers and stakeholders for making decisions on the administrative and programmatic aspects of agency operations and management. You will perform staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity. You will undertake and complete complex tasks with multiple dependencies independently, mentors others regularly, and leads others to accomplish complex goals. You will provide oral and written communication skills to interface effectively with personnel at all levels and has proven ability to support briefings or presentations to mid-level stakeholders. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band NO-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: budgeting, financial execution, carryover, data cleansing (Insight//BEV), procurements, and contracts; formulation of budget submissions (A-11) in a Working Capital Fund (WCF) environment; experience working with Navy Enterprise Resources Planning (Navy ERP); and ability to effectively create and utilize Microsoft Excel spreadsheets to report on budget requirements and financial execution. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6. This position is covered by the Department of Defense Priority Placement Program.
