Site specific salary information as follows: Battle Creek, MI: $105,383 - $137,000 Columbus, OH: $109,966- $142,957 Dayton, OH: $109,308- $142,103 Fort Belvoir, VA: $120,579- $156,755 New Cumberland, PA: $120,579- $156,755 Ogden, UT: $105,383 - $137,000 Philadelphia, PA: $116,123- $150,962 Richmond, VA: $110,083- $143,109 Responsibilities Provide execution and reporting analysis along with expert technical assistance on matters pertaining to all aspects of Information Technology (IT) fiscal planning, programming, and program/performance budgeting actions. Serve as expert planner, analyst, and advisor to agency management on program cost analysis, annual/multi- year and long-range fiscal/program planning, and/or commercial issues for key agency programs. Develop financial strategies related to J6 resourcing requirements throughout the PBR and future year Defense Plan cycles. Assist ESA Director in presenting, briefing and defending PBR requirements to J6 Senior Leaders and when approved, incorporate budget data into formal exhibits. Design and conduct complicated studies, reviews, and research projects designed to measure and evaluate program accomplishments, effectiveness, and compliance... ...with agency rules and regulations of business/fiscal management functions performed throughout the J6 organization. Requirements Conditions of Employment Qualifications To qualify for a Management and Program Analyst, your resume must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes but is not limited to: - Prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. - Select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. - Provide fiscal oversight of IT functions and to analyze the effectiveness of these programs in achieving their objectives. - Perform a variety of management/program studies and implement assigned Agency-wide programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing. Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids. ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
