The primary purpose of this position is to exercise managerial and supervisory authorities over the Air Force Nuclear Weapons Center (AFNWC) ICBM Systems Directorate as the Director of Staff. Responsibilities This is an open continuous Direct Hiring Authority (DHA) notice open to the Public to create a candidate pool to be used to fill vacancies as openings occur. Candidates should have extensive knowledge of staff operations and acquisition functions to develop and implement innovative approaches and solutions to staff operations issues and to provide definitive input on how proposed changes would be detrimental or would enhance the mission and objectives of AF, AFMC, AFNWC, and the ICBM Systems Directorate. Duties (not all inclusive): - Provide the PEO with the information required to make decisions relating to staff operations and organizational management and implement those decisions. - Represent the PEO with a variety of Congressional, DoD, AF, MAJCOM, Center, community leaders, business executives, and distinguished visitors. Highly Desired Knowledge and Skills: - Ability to oversee the efforts of subordinate organizations responsible for various aspects of staff operations management across an organization, including its geographically separated units. - Ability to think both tactically and strategically in order to discern short-, medium-, and long-term organizational effects of changes in staff operations practices, procedures, and policies. - Expert in leading, managing, supervising, and communicating with people with the ability to oversee the efforts of subordinate organizations responsible for various aspects of staff operations. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in assisting with establish, revise, or review policies, procedures, mission objectives, and organization design for the staff; aid in planning work to be accomplished by subordinates, set and adjust short/long-term priorities, and prepare schedules for completion of work; participates in conferences, surveys, meetings, or presentations involving problems or issues of visibility and consequence or importance to the AF and/or AFMC. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of staff operations management concepts, principals, and methodologies. Knowledge of staff operations functions in order to develop and implement innovative approaches and solutions to staff operations issues and to provide definitive input on how proposed changes would be detrimental or would enhance the mission and objectives of AF, AFMC, AFNWC, and AFNSC. Mastery of DoD, USAF, AFMC, and AFNWC strategic plans and strategic planning processes in order to develop short-and-long range staff operations planning guidance in accordance with broad USAF, AFMC, AFNWC, and AFNSC policies and objectives. Knowledge of AFMC, AFNWC missions, objectives, and procedures and how those interrelate with other program areas; and knowledge of the regulatory framework in which staff operations' planning operates. Expert ability to communicate and interact effectively at the highest levels in order to achieve stated positions or to make an adequate case for a particular strategy which may not be readily accepted, but which is the best solution to achieve overall AFNWC goals. Expert skill in briefing objectives, strategies, and implementation concepts to the AFNWC Command Section and senior/executive level managers.
