About the Role: The Program Manageris part ofMOBD andEOED'sBusiness Developmentteam and is primarily responsible for performing program and contract management functions that supporttheCommonwealth'seconomicand businessdevelopment goalsand strategies.Program managementmay includeconceptualization, research, scope preparation, and technicalassistance, asappropriate.The Program Manager willassistMOBD'sincentiveprogramsandspecificallyserveas aprogram andcontract managerforthe National Guard Tax CreditProgram, Data CenterTax Deductionand the Business Builds Program, as needed.Duties includemanagingthepreparation and execution ofprogram materials andcontracts, as well asassistingawardeeswithcontract, payment, and reporting requirements.In addition, the Program Manager willmonitorproject timelines, funding schedules, and ensuretimelyexpenditure of funds.The positionmay also interact withother state agencies,quasi-governmental entities, and public/private stakeholders.This position requiresworkingknowledge and/or experience withbusinessand economic development, as well as a working familiarity with statecontracting. Duties and Responsibilities: (these duties are a general summary and not all inclusive): Program Development and Support:Workas part of theMOBDteam toassistin the development ofprogramsthat support EOED's implementation of strategies and achievement of goals, outlined in the Commonwealth of Massachusetts' Economic Development Plan.Contribute to regulardiscussionsregardingthe structure and/or content of EOED/MOBD incentive andgrant programs, including but not limited to program guidelines, applications, publicoutreach, technicalassistance, review processes, award requirements. Contributeto developmentandimplementationof EOED/MOBD'sincentive andgrant programs, includingthe National Guard Tax Credit, Data Centers Incentive Program and the Business Builds Program,and/or otherprograms. Contract Management: Responsible for regularand direct interaction with assignedawardeesforcontracting, performance oversight, fundsdisbursement, amendment requests, and project closeouts.Coordinates with eachawardeesto ensure that all required documentation for contracting issubmitted. Consults with finance and legal staff todeterminespecific program contract requirements, and to ensure compliance with all applicable state laws, rules, and regulations. Maintains detailed andaccuraterecords of assigned projects,incentivesand grants.Support ongoing development and expansion ofEOED's use of online management platforms. Update and continue ongoing development of reviewscorecards forprogramrounds.Responsible foridentifyingand helping to resolve issues with projects (and/orawardees), as well asreporting problems to, and seeking assistance/guidance from,appropriate seniorstaff.Coordinates and responds to all project inquiries and requests intimelyand professional manner. There may beadditionalrequests for data and information from the Secretary, otherEOEDExecutive staff, and/or the Governor's office.Supportsecretariatgoals and performance targets, asapproved by EOED-OPMO. Support MOBDTeam:Assist with the creation and/or coordination of variousMOBD incentiveprograms and initiatives that support the growth and development ofbusinessesacross the state in alignment with EOED priorities. Coordinate asappropriate withtheBusiness Front Door. Participate in interagency discussions related to how EOEDincentive,capital and operating budget programs interact with, support, and catalyze investment from other agencies Diversity Goals:Support the EOED Diversity Plan by reviewing and becoming familiar with the work of the Diversity Officers as well as any diversity initiatives put forward from the Diversity Working Group. Complete the required annual diversity training module(s). Reporting and Communications:Prepare andsubmittimelyreports and presentations in support of projectmanagementas requested by supervisor.Assist EOED executive staff in assessing and/orverifying project performance, timelines, past spending, spending projections, amendments, andcloseouts.Also,assistwith development and preparation of briefs,project updates,spending projections, press releases,presentations, andother EOED internal orexternal reports and communications as assigned. Thisincludesresponsesto requests for information (RFIs) from the Secretary and/or Governor's Office.May be assigned torepresentand/or to make presentations on behalf of the office atrelevantevents. Performs other duties as assigned. Preferred Knowledge, Skills, and Experience: Demonstrated experience and knowledge about business, economic development, and/or public/private partnerships. Familiarity and/or working knowledge of federal, state or local government programs, incentives and policy initiatives as well as relevant governmental policies and regulations. Excellent written and oral communication skills. The preferred candidate will have some experience with marketing/communications, public policy, and program management. Experience working with various project constituencies, including government agencies, citizen and community advocacy groups, private sector businesses, and nonprofit organizations. Strong interactive and relationship-building skills with an ability to effectively present information and respond to questions from government officials, the public, and various external stakeholders. Ability to work in a team-based project management environment. Demonstrated ability to multitask and perform effectively in a fast-paced professional environment. The candidate is an enthusiastic, self-directed, creative problem-solver and passionate about community economic development. Must have strong computer skills in standard productivity software, (Excel, Word, PowerPoint, etc.). The preferred candidate will have an interest and some experience in innovative technology, including economic development tools. Salesforce experience a plus. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V. A Doctorate degree in a related field may be substituted for the required experience.
