Summary This position is located at the Fayetteville, NC VA Medical Center. The incumbent is responsible for the daily operation of the pharmacy's automated data processing and management information systems throughout the Fayetteville VAMC health care system. The incumbent is also responsible for training, analyzing data, organizing reports, and providing interdepartmental support as appropriate. Responsibilities The incumbent will be involved with the independent practice of pharmacy with respect to applying computers, technology and automation to pharmacy practice to enhance the ability of the service to process workload and collect/analyze data. In consultation with the Chief, the specialist is responsible for the professional, administrative and technical management of the service's ADP, IT, and data management programs in accordance with the framework provided by Pharmacy and IT service policies, agency regulations and state and federal laws that govern pharmacy practice. The incumbent is responsible for coordination, development, and implementation of all pertinent information applications to support clinical practice, administration, educational development, research initiatives and the computerized medical record in Pharmacy Service. The incumbent will be under the administrative supervision of the Chief of Pharmacy Service and must possess the knowledge, skills and abilities to perform the following functions: A. Automated Data Processing: The pharmacy specialist must have a thorough knowledge of all VISTA pharmacy programs, VISTA service-integrated programs (e.g. Allergy Tracking), the graphical user interface (GUI) employed by VHA, VA Fileman, CPRS, personal computer software commonly used by service personnel, software used in the operation of all automation employed by the service and network software used to administer the PC networks within the service. The incumbent must also have a working knowledge of the hardware required to efficiently use all software employed by the service. B. Internal Control C. Education and Training Incumbent may be required to travel to off-site locations as needed related to responsibilities. May be required to perform functions of clinical pharmacist as workload dictates. Communicate with both management and non-management staff at multiple sites to include three different physical pharmacy locations to coordinate efficient and effective ADP operations. Utilizing appropriate databases, prepares reports and presentations for, but not limited to, P and T committee for purposes of quality assurance and guidance on appropriate clinical care. The pharmacist must maintain current registration as this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Creditable Experience: (1) Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board. (2) Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health- System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination). (3) Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination. Grade Determinations: In addition to the basic requirements for employment above, the following criteria must be met: Must have 1 year of experience equivalent to the next lower GS-12 (Full Performance Level) grade level. Assignments. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacists assigned to this position must demonstrate the following Knowledge, Skills and Abilities (KSAs): Automated Data Processing: The pharmacy specialist must have a thorough knowledge of all VISTA pharmacy programs, VISTA service-integrated programs (e.g. Allergy Tracking), the graphical user interface (GUI) employed by VHA, VA Fileman, CPRS, personal computer software commonly used by service personnel, software used in the operation of all automation employed by the service and network software used to administer the PC networks within the service.
