About this Job
The Division of Administration/Office of Finance and Support Services has a vacancy. This vacancy is located in the Cash Management Section.
The Office of Finance and Support Services provides comprehensive accounting services, including financial reporting, analysis, budget development and preparation for the Division of Administration and various offices and agencies within the executive Department. The services provided by OFSS involve a range of agency responsibilities for implementing financial operational policies and procedures, preparing and monitoring all budget functions and providing monthly and annual financial statements to ensure accurate and timely financial services. The work is performed in compliance with state, federal, grant specific and office rules, policies, and procedures and are reviewed on the basis of results, reports and outside Independent audit, both federal and state.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
This position serves as an Accountant responsible for providing accounts receivable and cash management services to the Office of Group Benefits. The incumbent is responsible for maintaining the system records of individual active and retiree plan member accounts related to the various health and life insurance products. The duties and responsibilities of the position require the following activities of the incumbent:
Responsible for the maintenance of accounts receivable records for statewide services provided by the Office of Group Benefits.
Researches plan member accounts to ensure premiums remitted are accurately applied for use by the agency's accountants, internal and external auditors, and various management personnel for payment and resolving complex problems.
Establishes and maintains files, schedules and subsidiary financial records to document revenue transactions that support the annual financial records.
Reconciles monthly OGB collections of billed premiums received from numerous client agencies.

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Compensation: This position has a Special Entrance Rate (SER) as follows:
If filled as an Accountant 1, the SER is $1,790.40 biweekly
If filled as an Accountant 2, the SER is $1,851.20 biweekly
If filled as an Accountant 3, the SER is $2,120.00 biweekly
