POSITION SPECIFICS
Penn State is seeking a highly strategic and experienced Research Transformation Program Manager to lead the coordination and execution of a high-impact initiative focused on improving the efficiency and effectiveness of research operations across the institution. As a senior leader within the Enterprise Change & Transformation (EC&T) organization, the program manager will oversee the Research Support Transformation Program (RSTP) portfolio. This university-wide initiative is designed to enhance operational excellence in research administration by streamlining processes, improving stakeholder experience, and enabling PSU's research community to thrive.
The role requires a proactive leader who excels at stakeholder engagement, program oversight, and cross-functional coordination. This individual will collaborate closely with the Office of the Senior Vice President for Research (OSVPR), the President's Office, and academic and administrative units across the university.
This position is filled at the Principal Professional level.
Key Responsibilities:
Provide executive-level leadership and oversight of programs ensuring alignment with PSU's strategic goals
Coordinate complex, cross-functional initiatives across the OSVPR, President's Office, colleges, institutes, and administrative units
Oversee multiple project managers and business analysts and collaborate with an external consultant to meet deliverables
Lead a portfolio of process improvement and operational efficiency projects, ensuring on-time delivery, measurable outcomes, and stakeholder satisfaction
Serve as a change leader within EC&T, advancing transformation initiatives that support research excellence and administrative innovation
Manage program risks, timelines, resources, and communications at the executive level
Facilitate collaboration between academic, operational, and executive stakeholders while navigating university governance and culture
Required Qualifications:
Proven leadership experience in program management within a complex academic or government environment
Prior operational leadership role at Penn State University or a comparable institution
Demonstrated success in stakeholder management, including working with senior leadership, faculty, and administrators
Certification and hands-on experience in Lean Six Sigma (LSS), with a strong understanding of continuous improvement methodologies
Exceptional communication, facilitation, and executive presentation skills
Preferred Qualifications:
Master's degree in public administration, business, research administration, or a related field
Experience leading transformation initiatives in higher education or research institutions
Familiarity with federal research compliance, grant administration, and academic operations
MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONSBachelor's Degree
8+ years of relevant experience; or an equivalent combination of education and experience accepted
