Summary This position is located in the Department of Veterans Affairs (VA), Veterans health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center, Pathology and Laboratory Medical Service, Hampton, VA and associated CBOCs. The position serves as the Clinical Technical Specialist, providing expert authoritative advice and consultation for more markedly difficult, complex, unique and/or emerging tests that require special knowledge. Responsibilities Total Rewards of a Allied Health Professional The Technical Specialist initiates corrective action to resolve quality control or testing problems and documents all steps resulting in the resolution of the problem including initiating quality assurance. Recognizes methodology limitations such as linearity, interference, sensitivity, and specificity and considers these when drawing conclusions about the validity of testing results. Performs verification studies and method comparison studies for new systems and assays. Verifies quality control, instrument maintenance, calibrations, linearities, instrument to instrument evaluations and lot to lots meet all accreditation standards. Consults with vendors, and other outside sources to acquire information in reference to test development and instrument acquisition. Monitor supplies and inventory in assigned work area and ensure timely order of supplies, including submitting 2237 requests. The Technical Specialist manages all aspects of Ancillary Testing for the Community Based Outpatient Clinics and serves as backup ATC for the main facility. The Technical Specialist assists the Ancillary Testing Coordinator with quality control, proficiency testing, linearities, correlations, patient results, operator competency training, and inspection and accreditation for ancillary testing on a hospital-wide basis. The incumbent serves as a resource technical specialist in the automated laboratory and assists the supervisor in meeting all CLIA and JC accreditation requirements and applicable OSHA and OIG standards. The incumbent serves as the department resource for the higher complexity and all non waived testing performed in the automated department. Instruct newly hired clinical laboratory scientists in proper performance of tests and applications of laboratory procedures. Develops procedures for new tests and modifies existing procedures and methods to resolve problems relative to complex and difficult situations. Grade Determinations: Clinical Laboratory Scientist (Technical Specialist), GS-12 Experience: 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments. Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs: Knowledge and understanding of concepts, principles, methodology of medical laboratory technology, regulatory and accrediting agency requirements, medico-legal requirements, and pertinent statistics sufficient to perform complex diagnostic tests. Knowledge of instructional techniques to instruct newly hired clinical laboratory scientists and clinical pathology residents in proper performance of tests and applications of laboratory procedures. Knowledge of one or more advanced clinical laboratory functions. Skill to apply new scientific/technical developments to develop procedures for new tests and modify existing procedures and methods to resolve problems relative to complex and difficult situations. Ability to provide guidance and technical direction to accomplish the work of a clinical laboratory. The CLS serves as a Technical Specialist CLS, providing expert authoritative advice and consultation for more markedly difficult, complex, unique and/or emerging tests that require special knowledge. Examples include, but are not limited to, molecular pathology, gas chromatography/mass spectroscopy, and flow cytometry. The CLS advises all organizational levels on various aspects of specialized testing, including appropriateness that takes into consideration clinical @context. The CLS advises on alternate testing to overcome ambiguities in the clinical diagnoses and analyzes emerging trends and technology to adopt appropriate methods and testing. The CLS develops policies, precedents, regulatory, licensing, and accrediting requirements to establish, monitor, and maintain the specialized testing. The CLS assumes responsibility for training and competency assessment of staff and students within the area assigned.
