Summary This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s). Responsibilities Duties and responsibilities include, but are not limited to the following: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Exercises Ordering Officer Authority in determining best value and contract sourcing. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans. Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors. Coordinates final disposition of NX assets, including the reutilization program; organized requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Manages and controls NX assets for a VA HCS and supported catchment area. Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Initiates Report of Survey (ROS) for lost, damaged or stolen property. Resolves inventory problems requiring extensive and exhaustive research of receipts, issues surveys and other available sources. Supports other elements of the organization and preforms other duties as assigned. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment areas, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment. Must maintain applicable training and licensing to operate assigned. Work Environment: Must possess a valid, state driver's license or commercial driver's license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle.
