Description of Job
The Colorado Division of Banking (DOB) protects the public interest and preserves public trust in the Colorado banking industry by regulating the business of state-chartered commercial banks and trust companies, state-licensed money transmitters, and by enforcing the Public Deposit Protection Act.
The Examinations work unit exists to serve and protect the public interest by promoting a safe and sound financial institutions industry.
Position : SCA 2036 & SCA 2084
This position exists to determine safety and soundness of financial institutions by conducting regular examinations and performing off-site monitoring.
Duties include, but are not limited to:
Preparing examination work papers for the area assigned and providing a concise narrative statement of the major findings and recommendations, and if assigned a component area, recommending a rating for the component, in accordance with applicable rating standards;
Selecting a sample of loan and investment securities for review, and determining if the loan has been prudently underwritten and does not possess credit weaknesses that would require the classification of the asset;
Discussing problem credits and/or other assets with bank management and come to an agreement on a classification of the credits or assets;
Interpreting banking statutes, rules, policies, and procedures to ascertain the institution's compliance therewith, and cites violations of federal and state laws and regulations when appropriate;
Reviewing financial statements, budgets, business plans, call reports and Uniform Bank Performance Reports to assess a bank's operating strategy and the effect on earnings, liquidity, capital, and interest-rate risk exposure, if applicable;
Analyzing operating practices and determining if safety and soundness concerns exist in regards to compliance and assessing internal controls used by the financial institution;
Communicating examination findings to the examiner-in-charge (EIC) and drafting applicable portions of the examination report in accordance with Division guidelines;
Communicate examination findings with bank management and/or board of directors;
Performing off-site monitoring on a caseload of commercial banks each quarter.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience
Five (5) years of professional* work experience within the financial industry and/or a state or federal regulatory agency.
Option 2: A Combination of Education AND Experience
Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in accounting, business, business administration, economics, finance, statistics, or a field of study related to the work assignment; AND
Three (3) years of professional* work experience within the financial industry and/or a state or federal regulatory agency.
OR
Bachelor's Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting, business, business administration, economics, finance, statistics, or a field of study related to the work assignment; AND
One (1) year of professional* work experience within the financial industry and/or a state or federal regulatory agency.

SUBSTITUTIONS:
Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree. A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the bachelor's degree requirement.
*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Preferred Qualifications :
Demonstrated experience working as an examiner with a federal or state banking regulatory body;
Demonstrated experience working in state government, working with Colorado financial institutions' statutes, laws, and regulations;
Experience in bank operations, including internal auditing, accounting, risk management, compliance, and credit analysis/underwriting loans;
Demonstrated experience assessing a financial institution's operating strategy and its effect on earnings, liquidity, interest-rate risk (IRR) exposure, and capital;
Demonstrated experience working with and knowledge of the Uniform Financial Institutions Rating System (UFIRS);
Demonstrated experience working in a financial institution environment, strategizing and/or coordinating operations while ensuring compliance with laws;
Demonstrated experience assisting, conducting or directing examinations of insured depository institutions to determine their financial condition; evaluate management; and determine the safety, soundness and risk posed to consumers;
Valid licensure as a Certified Public Accountant (CPA).
