Summary You will serve as a Financial Manager in the Comptroller Group, Code 10.0 of FLTREADCEN EAST. Responsibilities You will serve as the top Financial Management advisor for a Navy Working Capital Funded installation You will consult frequently with the Commanding Officer, Executive Officer, military managers, other leaders and key personnel of the FRC East and Commander Fleet Readiness Centers on matters pertaining to the financial status of the activity You will provide comprehensive data digests and graphs information for top management's knowledge and decision in current and long-range planning control of FRC East operations You will consult individually with other top level management officials in the command on the introduction of new programs You will provide comparative analyses showing justification for expenditure of funds for implementing such programs. You will serve on or chair committees for the purpose of formulating policy in committing large expenditures and resources to meet scheduled workload, system automation, and budgeting in implementing such policy. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing mastery concepts, principles, practices, laws, and regulations of budgeting and/or financial to manage or analyze an Navy Working Capital Fund (NWCF) installation. 2) Direct and project a variety of funding, manpower, and similar requirements for long and short range planning purposes; 3) Apply and utilize mastery principles, concepts, laws, and regulations of financial management, administration, budgeting, and business administration; 4) Theorize and utilize principles, methods techniques, and systems for a large industrial activity where no precedents exist. 5) Utilize and perform mastery principles, theories, techniques, and methodology in budget preparation and execution and accounting to plan, direct, coordinate the activities of financial management.
