This job is located at One Georgia Center. The selected candidate is expected to work in the office a minimum of two days per week and be available for on-site response and inspections as needed in various locations on the MARTA rail system.
JOB SUMMARY: Under limited supervision, provides expert level professional support in one or more of the following areas. OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower-level staff.
JOB RESPONSIBILITIES
Assist in determining the establishment and implementation of policies, strategic and operating plans, and objectives supporting the Department's overall mission and goals.
Assist in conducting annual reviews and updates of the Program Standard to ensure compliance with all current FTA SSO Regulations.
Monitor the State's RTA system to ensure compliance with the SSO regulations and Program Standard, ensuring accuracy, timeliness, and completeness of requested materials.
Review the updated RTA's plans and reports. Collects and monitors data, conducts analyses of draft reports and review checklists, and provides recommendations for various reports to the SSO Program Manager.
Assist the Program Manager to ensure Corrective Action Plans (CAPs) the department is responsible for overseeing are tracked from the time the finding is issued through to CAP closeout, with close attention required for reviewing the adequacy of supporting materials
Assist the Program Manager and prepares written reports, as well as other production-related results and updates; provide supporting material(s) for presentations to internal and external stakeholders at various levels (technical, public and management).
Assist in managing consultant staff performance and compliance with contractual responsibilities. Activities include but are not limited to monitoring deliverables against actual completed activities, reviewing technical documents and invoices, and scheduling and recording meeting minutes as required.
Maintains organized methods of tracking to maintain awareness of current submissions and status and for adequate long-term retention. Maintain SSO activities tracking logs, including but not limited to: SSO Deliverable Log (Master), Accident Investigation Log, Corrective Action Plan Log, Hazard Management Log, Training Log, and other logs as needed.
Coordinate with multiple internal teams and external agencies including the RTA's departments and local, state, and federal stakeholders.
Assist the Program Manager in conducting all aspects of the GDOT triennial audit program as well as providing documentation for other audits that the GDOT is subject to.
Assist in managing the performance and delivery of the SSO Program.
Collaborate with independent, regulatory, and third-party audits and investigations.
Assist in conducting SSO oversight activities in the engineering and construction phase for the rail transit agency's capital projects.
Other duties as assigned.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised qualifications to include the State Entry Qualifications as well as Agency Specific Qualifications.
STATE ENTRY QUALIFICATIONS:
· Bachelor's degree in a related field AND Two (2) years of job-related experience,
· OR an associate's degree in a related field AND Three (3) years of job-related experience,
· OR One (1) year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
· Current Public Transportation Safety Certification Training Program (PTSCTP) Certification OR ability to acquire within 3 years of hiring.
· 1 year of experience in project management, including tracking of project budgets and schedule.
· 1 year of experience assisting with federal and state laws and regulatory compliance
· 2 years of experience with safety-related responsibilities at the federal, state, or local agency OR any equivalent combination of experience and education in a related field.
· 2 years of experience analyzing and organizing technical data and preparing detailed reports for summary and presentation to internal and external customers.
· 2 years of experience communicating and disseminating information both in written form and through oral communications to individuals and large groups.
AGENCY PREFERRED QUALIFICATIONS:
· 3 years of experience in a public transportation environment with safety-related responsibilities at the federal, state, or transit agency.
· 3 years of experience analyzing and organizing technical data and preparing detailed reports for summary and presentation to internal and external customers.
· 3 years of experience of compliance and alignment with best practices to enhance the safety and security of the traveling public.
· Demonstrated experience developing and/or implementing short and long-term organizational change and motivating others to reach goals.
· Demonstrated experience in responding to State and Federal Agency Audits.
