The Division of Administration/Office of General Counsel has a vacancy.
The Office of General Counsel provides professional legal services to the various offices within the Division of Administration. OGC's trained team of attorneys, paralegals and support personnel also collaborate with legal representatives of other agencies, particularly in service areas provided by and through DOA.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications

Job Duties and Other Information
Job Duties:
-This position assists the Office of Broadband Development and Connectivity (OBC), an office within the Division of Administration, Office of the Governor, in
its mission to assist the Governor and the Legislature in the development and integration of a broadband development plan for broadband infrastructure
deployment in this State. The incumbent will provide OBC transactional and litigation support, including representation before administrative tribunals and
trial and appellate courts. This attorney must perform all job duties in accordance with established principles of the legal profession, and the legal and
operational policies of the Division of Administration.
-The position will consult with OBC executive and management staff regarding review and evaluation of applications for the award of grants for expansion or
enhancement of broadband services in the State through the Granting Unserved Municipalities Broadband Opportunities Fund ("GUMBO") Program involving
expenditures of hundreds of millions of dollars. The incumbent must have a complete familiarity with all pertinent areas of the law governing the GUMBO program,
and laws and regulations pertaining to administrative review procedures. The attorney will assist with the OBC administrative review process, advising on drafted
decisions for administrative protests to the OBC concerning the GUMBO program. The OBC decisions are required to be well-reasoned, well-written and legally
sound, as they are susceptible to review by the Commissioner of Administration.
-The position will consult with OBC executive and management staff regarding the preparation of rules and regulations, procedures, instructions and forms to
implement the functions, powers, and duties imposed upon OBC for implementation and adoption in accordance with the Administrative Procedure Act; render
legal opinions and guidance regarding the interpretation and application of federal and state laws; and assist in drafting and evaluating legislative proposals,
including House and Senate bills, resolutions, and amendments, affecting OBC.
The position will consult with and provide legal counsel to OBC executives and management regarding the preparation of solicitations; drafting and review of
professional, personal and consulting services contracts; and drafting and review of other agreements, including broadband service provider commitments to
provide broadband service within certain timeframes.
-The position advises the State Chief Procurement Officer in reviewing and approving professional, personal, and consulting services contracts. Incumbent is
required to possess knowledge of transactional and contractual matters as well as a detailed knowledge of the statutes governing state contracts, procurements,
and leases, and all applicable administrative regulations-La. R.S. Titles 38 and 39, and the Louisiana Administrative Code (Title 34, Government Contracts,
Procurement and Property Control, Parts I and V). Procurement matters generating legal issues include, but are not limited to, solicitations, requests for proposals,
evaluations and scoring, and protests. The position advises and assists with decisions issued by OSP.
-The position will be called upon to perform various duties for the OGC on an as-needed basis at the direction and discretion of a Deputy and/or the General
Counsel. For this reason, incumbent is required to acquire and maintain a general familiarity with all areas of OGC responsibility. These responsibilities include
general litigation, garnishments, public contracting, public records, rulemaking and legislation.

Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Compensation: This position has a Special Entrance Rate (SER) as follows:
If filled as an Attorney 1, the SER is $2,166.40 biweekly
If filled as an Attorney 2, the SER is $2,318.40 biweekly
If filled as an Attorney 3, the SER is $2,561.60 biweekly
If filled as an Attorney 4, the SER is $2,740.80 biweekly
This position also has retention pay of $1.00 per hour for each hour worked.
Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a Attorney 1 (AS-617), Attorney 2 (AS-618), Attorney 3 (AS-620) or Attorney 4 (AS-621) depending on the level of experience of the selected applicant. The maximum salary for the Attorney 4 is $126,547.
