Job Summary
Under general direction, performs complex transactional legal work or litigation. Working conditions are primarily in an office environment.
This position will perform all legal work related to housing activities under the Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME).
This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
Advises City staff and elected and appointed City Officials in all areas of municipal law.
Negotiates, drafts, and reviews contracts, real estate documents, and agreements.
Drafts legislation, code provisions, regulations, ordinances, amendments, resolutions, and guidelines or policies.
Attends public meetings of City Council, boards and commissions and advises and addresses members in executive sessions or public forums.
Prosecutes on behalf of and defends the City in legal proceedings and advocates for the City in a wide variety of settings, including negotiations, dispute resolutions, mediations, trials, hearings, and administrative processes.
Timely and appropriately responds to inquiries from the general public and media about public information and municipal regulations and procedures.
Performs other related duties and fulfills responsibilities as required.
Job Requirements
L.L.B. or J.D. Degree from an accredited school of law.
Ten (10) years of increasingly responsible experience as a practicing Attorney.
Years of full time municipal law experience may be substituted two (2) for one (1), up to a maximum of four years credit.
Licensed and in good standing to practice law in the State of Texas.
No substitution for education allowed.
Valid Class 'C' Texas Driver's License.
Preferred Qualifications
Extensive knowledge of municipal law and city code.
Experience and knowledge of the Texas Public Information Act.
Experience and knowledge of the Texas Open Meetings Act.
Extensive knowledge of Texas statutes related to Local Government, Family Probate, Property and Contract areas of law.
Experience in transactional documents such as loans, grants, covenant agreements, leases, and licenses.
Experience performing legal work in connection with the U.S. Department of Housing and Urban Development (HUD), Community Development Block Grants (CDBG), and HOME Investment Partnerships.
Knowledge base in complex transactions, large scale contracts, development and annexation agreements, and inter-local and government agreements.
Applicant Information
Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
