Summary You will serve as a Human Resources Director (HRD) and senior advisor for COMNAVREGSW SDIEGO. You will provide comprehensive human resources (HR) services to all installations and programs. Services provided include strategic planning, organizational design, recruiting, staffing, classification, employee relations, labor relations, injury compensation, employee assistance programs and training. Responsibilities You will direct, coordinate, and oversee work of subordinate supervisors. You will make decisions on work problems presented by subordinates. You will review and approve serious disciplinary actions, such as suspensions, and recommend awards and position classification changes. You will identify and arrange for employee developmental and training requirements. You will determine overall objectives and evaluate and assess the performance of the Human Resources Office (HRO) in accomplishing objectives ad effectively providing the full range of human resources (HR) management services. You will carry out Equal Employment Opportunity (EEO) policies and communicate these policies to subordinates. You will represent management in all human resources management issues. You will coordinate actions with the Office of Civilian Human Resources (OCHR); Department of the Navy (DoN); Office of Personnel Management (OPM); and Department of Defense (DoD) entities, regarding all human resources management issues. You will establish and promote various information media and personnel contacts with local and governmental agencies. You will provide immediate and long-range, systematic human resources planning in support of Commander, Naval Installation Command's mission, goals and objectives. You will plan, organize, and direct regional civilian HR services and activities. You will provide authoritative guidance, advice and assistance on human resources matters. You will conduct frequent meetings and conferences with top level management officials to provide information and answer questions related to human resources policies and programs. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization. This position work is sedentary. Some work may require walking in offices, warehouses, and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from worksite. Employees may be required to carry light items and drive a motor vehicle. The work does not require any special physical effort.
