Job Description
The starting salary range for this position is $33.61-$48.66/hour
As supervisor of the St Cloud State University Business Services accounting unit, this position directs fiscal services for all funds, including reconciliations, banking, grants/sponsored programs accounting, check printing, payroll, and fixed assets inventory. It also coordinates fiscal activities among the accounting, purchasing/accounts payable, accounts receivable, student services, and inventory units of the office. In addition, the accounting supervisor acts as the director of Business Services in his/her absence.
PRINCIPLE RESPONSIBILITIES AND RESULTS
Financial Accounting: Direct and supervise the accounting operations for St Cloud State University in accordance with generally accepted accounting principles.
Prepare basic financial statements for the annual financial report. Review supporting schedules and appendices prepared by the unit supervisors to ensure compliance with generally accepted accounting principles, GASB, and NACUBO guidelines.
Assist the Business Services director with major projects and high priority tasks so they are accurate and completed in a timely manner.
Supervise the creation of accounts and the maintenance of account attributes in the chart of accounts for all fund groups.
Direct or participate in a variety of audits within Business Services and throughout departments. Assist auditors when internal and external audits are conducted.

Managerial Accounting: Assure all aspects of accounting and financial management operate effectively and efficiently.
Establish, reconcile, and adjust general fund budget finance plans, receipt estimates, allotments, and internal budget allocations to ensure the University's internal accounting system reconciles with the MN Accounting and Procurement System (MAPS.) Oversee the fiscal closing, including closing entries and carryforward balances.
Establish and monitor revenue and expense budgets of non-allocated funds, and adjust budgets as needed to ensure they remain self-supporting.
Advise and counsel department and unit budget directors when inappropriate financial procedures are being followed. Apply and reinforce procedures and regulations.

Supervision and Training: Supervise employees of the accounting unit of Business Services so their work and conduct make a positive contribution to the mission, objectives, and best interests of the University.
Supervisory tasks include:
Hiring: Interview and select candidates.
Assigning Work: Assign and establish work tasks, hours of work, and overtime. Write and/or approve job descriptions.
Training: Instruct employees on policies, procedures, and expected outcomes related to their job tasks. Select and schedule training sessions for unit employees.
Directing: Establish performance expectations with employees and conduct performance evaluations. Approve or deny requests for vacation and sick leave. Review and approve bi-weekly time sheets.
Rewarding: Initiate and enter letters of commendation into an employee's personnel file.
Promoting: Complete and sign promotional rating forms.
Disciplining: Issue oral reprimands. Write and sign written reprimands.
Suspending: Write and sign letters of suspension.
Discharging: Administer the final step of the progressive discipline procedure.
Conduct training sessions for unit supervisors of Business Services to introduce new procedures, ensure compliance with established procedures, and review recommendations for system improvements.
Supervise accounting activities, including reconciliations, banking, grants accounting, and check printing.
Supervise the activities of the Payroll Processing Center.
Supervise the activities of the Inventory Control unit.
Direct Business Services in the absence of the director.

Procedure Development and Implementation: Develop and refine Business Services procedures so they are consistent with legislative intent, state and federal regulatory requirements, MN Accounting and Procurement procedures, MnSCU board policies, and institutional policies.
Maintain current written procedures for Business Services accounting activities.
Maintain current policies, procedures, forms, and contact information for accounting, payroll, travel, and inventory on the Business Services website.
Provide technical accounting assistance to Business Services staff and department support staff so that operating procedures and staff skills are upgraded on a continuing basis.
Develop, update, and coordinate the implementation of a records management program for Business Services so that essential records are retained in the most efficient format. Dispose of other records in conformity with the records retention schedule.

Information Systems: Supervise the use of computerized fiscal records and services to ensure efficient operations.
Plan, design, and modify the use of databases for reporting, reconciling, and budgeting purposes.
Investigate and resolve computer-related problems impacting Business Services processes.
Analyze internal and external requests for fiscal information and select/design the most efficient computer process to develop a response.
Priority: Standard Percent of Time: 15%
Minimum Qualifications
This position requires a working knowledge of generally accepted accounting principles and auditing standards of federal and state government, MAPS policies and procedures, and MnSCU policies and procedures.
A considerable knowledge of fund, cash, and accrual accounting principles and practices is required.
This position requires an extensive understanding of the computerized accounting, accounts receivable, purchasing/accounts payable, and payroll/labor distribution systems.
Judgmental skills are necessary in accounting and financial management to ensure compliance with GAAP, GASB, and NACUBO guidelines.
Skill in operating computer hardware and software is necessary, especially in the areas of electronic spreadsheets, electronic databases, and word processing.
Skill in using computer programs such as MnSCU ISRS, MAPS, Workday, and SEMA4 is essential.
Effective communication skills, both oral and written, are critical for this position to interact with management and employees.
This position requires the ability to supervise, train, and motivate staff, to prioritize and schedule projects to meet deadlines, and to assign and delegate responsibilities.
