The Minnesota Board of Pharmacy exists to promote, preserve, and protect the public health, safety, and welfare by fostering the safe distribution of pharmaceuticals and the provision of quality pharmaceutical care for the citizens of Minnesota.
The Executive Director provides leadership and works collaboratively with the nine-member board appointed by the Governor to ensure that the Minnesota Board of Pharmacy (Board) carries out its statutory powers and duties to protect the public from adulterated, misbranded, and illicit drugs and to provide the public reasonable assurance of professional competency in the practice of pharmacy. The incumbent takes a long-range review, builds a shared vision in collaboration with others and directs implementation of strategic priorities to ensure the agency functions effectively.
The Executive Director has a statewide responsibility for the regulation of approximately 9,700 licensed pharmacists, 11,000 registered technicians, 1,100 registered interns, 2,100 licensed pharmacies, 1,000 licensed manufacturers, 700 licensed wholesalers, 200 licensed third party logistics providers, 120 registered medical gas dispensers, and 1,600 preceptors. The Executive Director is responsible for enforcing the provisions of the Pharmacy Practice Act, Controlled Substances Act of the State of Minnesota, and other relevant laws and carry out the policy decisions of the Board. The incumbent directs the daily activities of the staff and fulfills the role of chief administrative officer including maintaining the records of the Board, accounting for the Board's budget, serving as the Board's chief policy analyst and developing legislative and regulatory proposals, representing the Board of various local, state, and national committees, and serving as the Board's media liaison and spokesperson.
This position is eligible for a hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team members or as requested by management to meet business needs. Minimum Qualifications
Bachelor of Science or Doctor of Pharmacy degree in Pharmacy
Five years of pharmacy practice experience
Leadership skills to effectively manage and lead Board's staff, programs, and operations
Knowledge of state and federal statutes and regulations governing the practice of pharmacy and the manufacture and distribution of drugs
Strong analytical and communication (verbal and written) skills
Interpersonal and human relations skills sufficient to establish and maintain effective working relationships with staff and stakeholders
Ability to make appropriate independent decisions
Excellent organizational, prioritization and time management skills.
Preferred Qualifications
Current Pharmacist Licensure in the State of Minnesota or the ability to obtain it prior to the appointment date
Professional or graduate degree in law or public policy or professional experience related to either the enforcement of pharmacy laws or development of public policy in the pharmaceutical/health care field
Managerial or supervisory experience
Experience leading strategic planning, risk assessment, organizational change, process improvement, communication, and other change initiatives
Experience in fiscal and asset management, including organizational management, planning, budgeting, or financial administration
