Description of Job
The Assistant Product Owner (APO) plays a key support role on Colorado's statewide eProcurement system project. This individual works closely with the Lead Product Owner (PO) and represents the PO during the development and implementation of the Colorado eProcurement system.
The position will coordinate cross-agency activities particularly with the Office of Information Technology (OIT), manage project coordination and planning activities, manage requirements and documentation, engage with stakeholders, and other partners as needed, ensure timely and transparent communication about the project to a wide audience, assist in an agile environment during product development, and support continual process and project improvement.
This position is vital in helping the project stay organized, on budget, on schedule, and responsive to user needs and vendor accountability. The APO will have a strong grasp of project management as well as state business strategy, needs, mission, workflows and solution impact.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Project Coordination & Planning
Support the Product Owner in setting and maintaining the vision of the Colorado eProcurement product.
Serve as second-in-command to the PO, maintaining deep familiarity with the project's goals, priorities, and solution design.
Makes day-to-day decisions and independently manages routine project activities, while escalating high-impact issues, risks, or decisions to the PO.
Proactively keeps leadership informed through regular updates, always ensuring alignment and continuity.
Develop, maintain, and update project schedules, budget trackers, product roadmap, dashboards, and milestone trackers and coordinates with leadership, governance members, OIT, stakeholders and other experts and committees to adopt a shared timeline.
Ensure project management alignment with OIT project management requirements, processes, and staff.
May serve as or otherwise directly support OIT designated technical project manager.
Prepare scheduled and ad-hoc project reports, incorporating data (e.g. charts, diagrams) and status updates.
Assist in meetings, committees, governance, planning sessions: draft agendas, create invites, take minutes, and manage follow-ups.
Create and maintain an internal project tracking tool (e.g., shared calendar, Google Sheet, etc.).
Coordinate across all teams, committees, and partners to gather updates and identify risks or blockers.
Contribute to a cohesive team culture of alignment, trust, empowerment, and collective investment in the successful outcome of the project.
User/Stakeholder Engagement, Change Management & Communication
Support the Product Owner in stakeholder engagement meetings, presentations, and demos.
Participate in vendor demos and training sessions, capturing notes and follow-up actions.
Draft stakeholder and user-facing project communication materials: updates, FAQs, and change notices.
Communicate with stakeholders and cross-agency partners throughout the state to ensure we are meeting business needs, enabling long-term success and setting expectations.
Assist in creating and maintaining a Change Impact Matrix that maps major features, or process shifts in the new system to the affected user groups, policy areas, and training needs.
Represent the PO in select internal meetings, capturing action items and outcomes.
Maintain a centralized repository for project materials, FAQs, and status communications.
Establishes process and creates content for establishing and maintaining a user knowledgebase to include Job Aids and standard operating procedures.
Drives open communication about the project and the value of agile and user-centered methodologies to a wide audience to ensure project adoption and acceptance.
Requirements Traceability & Vendor Coordination
Log and track vendor deliverables, milestones, and performance commitments.
Create and maintain a Functional Needs Traceability Matrix mapping stakeholder and user needs to requirements and system features.
Monitor alignment between technical progress and contract terms.
Track issues, decisions, and vendor responses to ensure accountability and completeness.
Product & Implementation Support
Assist in the end-to-end agile-based system design, development, testing and implementation of the product.
Support testing coordination efforts: collect user feedback, track defects, and help triage issues.
Provide support documentation to assist in rollout and user onboarding and training.
Maintain system issue logs or action trackers during development sprints or vendor check-ins.
Serves as a content knowledge resource to answer questions related to the program requirements, rules, best practices and stakeholder and user needs.
Process Improvement & Workflow Optimization
Document recurring challenges and lessons learned throughout the project lifecycle.
Propose templates and dashboards to streamline repetitive project tasks.
Identify and flag process inefficiencies or communication gaps.
Support a culture of continuous improvement and accountability.
Share knowledge, technique, tools, patterns, and expert advice with colleagues, partners and the public.

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
Previous State Service related to the work assigned to the position
Experience with Agile/Scrum or traditional project management approaches.
Strong familiarity with tools such as Azure DevOps, Google suite, calendars
Excellent written and verbal communication skills, with a detail-oriented mindset.
Demonstrated ability to manage multiple priorities and communicate across a wide audience of stakeholders and cross-agency partners.
Experience with procurement workflows or eProcurement platforms.
Understanding of public sector or government IT acquisition practices.
Experience supporting testing, vendor management, or contract performance tracking.
Project Management Professional (PMP), Certified Scrum Product Owner (CSPO), Certified Associate in Project Management (CAPM), or other project/product-related certifications
