This position joins a dynamic and agile Human Resources Team comprised of 24 talented Labor Relations, Safety, Recruitment, Staffing, HRIS, Transactions, and Learning and Development professionals.
As a Staffing Specialist you will perform human resource administrative functions for Minnesota IT Services to ensure the requirements of all statutes, collective bargaining agreements, personnel rules and administrative procedures are met.
Responsibilities include:
Conducting job audits, including job analysis and recommendations
Create job postings for positions within Minnesota IT Services
Review applicant resumes to determine which applicants' skills match the job requirements and should be referred to the hiring supervisor for further consideration
Completing compensation request
Explain the State's hiring policies and collective bargaining requirements to agency management, staff, and interested candidates; and advise management on appropriate selection and interviewing procedures and considerations
Advise management, staff, and candidates about relevant personnel statutes, policies, procedures and collective bargaining agreements
This vacancy is being posted at the Human Resources Specialist 1 and Human Resources 2 classification levels. The classification level will be determined by the selected candidate's qualifications.
This position requires an employee to be onsite at the Stassen Building, 600 N Robert St, Saint Paul , Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.
Minimum Qualifications
HR Specialist 1 - To qualify for HR Specialist 1, applicants must meet ALL of the following qualifications:
1 year of professional experience in Human Resources, or 2 years of technical Human Resources experience. A Bachelor's degree in Human Resources or a related field substitutes for 1 year of experience.
HR Specialist 2 - To qualify for HR Specialist 2, applicants must meet ALL of the following qualifications:
2 years of professional experience in Human Resources, to include responsibilities for either recruitment and selection or job classification. A Bachelor's degree in Human Resources or a related field substitutes for 1 year of experience.
At least 1 year of human resource experience that includes experience in job evaluation/classification, recruitment and/or assessment/selection.
All applicants who meet the above experience/education requirements will be further evaluated based on the following:
Responsibilities for a variety of the following: entering transactions, verifying data, producing job postings, and/or managing applicants through the various stages of the hiring process.
Skill in word processing and spreadsheet software using Microsoft Office suite including Outlook, Word, and Excel sufficient to create correspondence and spreadsheets.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
Experience in a union environment
Experience with the State classification analysis system and process
Job evaluation or analysis experience
Experience presenting in-person and/or virtually to groups of varying sizes
Experience participating in continuous improvement projects
Knowledge of Minnesota Data Practices Act.
Knowledge of federal and state employment and labor laws (e.g., EEO/AA, FLSA).
Knowledge and experience with SEMA4 and/or Recruiting Solutions
