Duties Description The Maintenance Supervisor 3 (Sanitation Superintendent) is responsible for the operation, maintenance, and regulatory compliance of all water treatment plants, sewage treatment plant, pool systems, sanitary facilities, and overall sanitary conditions across Jones Beach, Robert Moses, and Captree State Parks. This position ensures safe, efficient, and reliable operation of these systems while meeting all federal, state, county, and local requirements.The Maintenance Supervisor 3 oversees the Assistant Sanitation Superintendent and manages a team consisting of 5-8 permanent Senior Filter Plant/Wastewater Treatment Plant Operators and 7-14 seasonal staff, as well as the plumbing shop, which includes (1 permanent shop foreperson, 2-6 permanent licensed plumbers, and seasonal maintenance assistants).This role involves leadership, regulatory compliance, staff training, operational oversight, and interagency coordination with internal and external partners.Duties and Responsibilities:Operational Oversight:- Direct and supervise the operation and maintenance of all water treatment, sewage treatment, and pool systems.- Ensure compliance with regulatory agency requirements for water quality, wastewater treatment, and public health.- Oversee park-wide sanitary conditions, including restrooms, comfort stations, and related facilities.- The Sanitation Superintendent is responsible for signing all required monthly portable water operational reports for Jones Beach, Robert Moses, and Captree State Parks; the monthly pool reports during the operational season; and the sewage monthly discharge monitoring report (DMR) in compliance with the Department of Environmental Conservation (DEC) regulations. - Submit required water samples, perform analytical testing, and maintain accurate records in accordance with Department of Health and other regulatory agencies.Staffing Supervision & Training:- Hire, train, and evaluate staff performance, including permanent operators, plumber, and seasonal employees.- Schedule adequate coverage for all shifts, ensuring sufficient staffing during peak season and special events.- Conduct agency-mandated orientations, health and safety trainings, and ensure staff adherence to safety protocols.- Provide counseling, address conduct issues, and ensure staff compliance with operational standardsAdministrative & Compliance:- Prepare and tract supply requisitions, ensuring cost effective purchasing in compliance with state contracts and guidelines.- Maintain accurate inventory and ensure availability of quality materials and equipment.- Manage invoices and purchasing processes in accordance with state procedures.- Coordinate with Regional Capital Facilities staff, Regional Management, Albany offices, outside engineers, consultants, and state agencies such as the Department of Health (DOH) and Department of Environmental Conservation (DEC).- Act as maintenance department lead in the absence of higher supervision, assisting with park-wide and regional projects.Additional Responsibilities:- Oversee the plumbing shop and assist in managing other trade shops as needed.- Respond to emergencies and operational issues, including on weekends and holidays when required.- Support large-scale special events by ensuring sanitary and utility systems operate without disruption.
Minimum Qualifications NY HELPS QUALIFICATIONS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Two years of second-level supervisory experience in any of the areas listed below:Either 1. maintenance and operation of a physical plant;Or 2. building construction;Or 3. building renovation and/or repair projects.In order to be considered second-level supervisory experience, you must have direct supervisory responsibility for workers who also supervised one or more workers or incarcerated individuals.ELIGIBLE LIST QUALIFICATIONS:Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.REASSIGNMENT QUALIFICATIONS:Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Maintenance Supervisor 3 to be eligible for reassignment.70.1 TRANSFER QUALIFICATIONS:Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Maintenance Supervisor 2.Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.Additional Comments:For the duration of the NY HELPS Program, this title maybe filled via a permanent, non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. Additional Comments OPERATING NEEDS:Water Treatment Plant Licenses:- Jones Beach Filter Plant: 2B and D Operator Certification, 1 year facility experience, on-site DOH interview. - Robert Moses Filter Plant: 2B and C Operator Certification, 1 year facility experience, on-site DOH interview.- Captree Plant: 2B and D Operator Certification, 1 year facility experience, on-site DOH interview.- Backflow Preventor License is required for back flow preventions programs as dictated by New York State Department of Health (DOH).- Certified Pool Operators license is required Wastewater Treatment Plant License:- Grade 2 Wastewater License (requires Basic Operations Course and Lab Course).- 1 year experience in a similar class plant to qualify for the state licensing exam.Additional Requirements:- Knowledge of state procurement procedures and ability to manage budgets effectively.- Strong leadership, communication, and organizational skills.- Ability to perform physical demanding tasks and work in various environmental conditions.- Willingness to work weekends, holidays, and respond to emergencies as needed.Licenses and certifications must meet New York State Department of Health (DOH) and Department of Environmental Conservation (DEC) requirements.Work EnvironmentThis role involves both field and office work, with exposure to outdoor weather conditions year-round.
