Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at U.S. Army Intelligence and Security Command (INSCOM), Mission Support Command (MSC)/ACoS, G3, Fort Belvoir, Virginia. Responsibilities Serves as a Senior Plans Officer and Team Leader in the Plans Division of the G3 Directorate, U.S. Army Intelligence and Security Command (INSCOM). Assists and supports the G3 Plans Director in managing the staff element responsible for INSCOM's organizational strategy development and operational planning. Drafts, coordinates, and publishes plans documents for INSCOM and its major subordinate commands. Teams with MSCs, theater Army, and HQ Department of Army planners to leverage all INSCOM intelligence capabilities in support of coalition and joint warfighters and Army component commanders. Develops, refines, validates and articulates targeting efforts into strategic planning. Uses multi-source intelligence to support the joint targeting process. To qualify based on your experience, your resume must describe at least one (1) year of specialized experience equivalent to at least the GG/GS-13 grade level in the Federal service which prepared you to do the work in this job. Specialized experience is defined as: drafting, improving, and conducting quality reviews of operational plans, contingency plans, deliberate and crisis action plans; Assisting with the intelligence related requirements of the Department of Army (or equivalent) planning process; Collecting, analyzing, and interpreting SIGINT, GEOINT, CI, Cyber, and HUMINT intelligence; Using multi-source intelligence to support the joint targeting process; Developing, refining, validating and articulating targeting efforts into strategic planning; and acting as a SME on all planning-related policy matters and targeting doctrine. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Applicants should include on their resume evidence that their experience demonstrates knowledge of all intelligence disciplines (including but not limited to SIGINT, GEOINT, CI, Cyber, and HUMINT); in depth knowledge of DoD Planning and Operational doctrine; mastery of the principles, concepts, and methodology of the targeting cycle and doctrine; ability to analyze intelligence used by the DoD to make decisions/recommendations impacting new or existing policies and programs and execute joint targeting operations; and demonstration of well developed oral and written communication skills along with confidence and interpersonal skills to brief senior personnel and represent Command at joint planning conferences, working groups, and high-level meetings. Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in a government agency so long as it was at a level at least equivalent to the next lower grade in the series (GS/GG-13).
