Summary About the Position: As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical, biochemical, and other acute non-kinetic battlefield injuries, the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) is increasingly called upon to provide expertise and consultative services related to medical chemical defense research and to the medical management of chemical casualties. Responsibilities Provides budgetary services to customers through all phases of programming and budgeting processes. Develops and recommends program and funding adjustments that ensure accomplishment of strategic, functional and performance plan objectives. Processes detailed financial management documentation through a variety of functional systems including budget, manpower, supply, contracting and finance and accounting systems. Provides technical and functional support for the Organization Manpower and Management Program. Responsible for oversight and resolution of managing prior year unliquidated obligations (ULOs) and maintain audit readiness by performing Tri-Annual Joint Reviews along with monthly review of open items identified below the audit threshold. Review traveler documents in the Defense Travel System (DTS) in accordance with the Joint Travel Regulations (JTR), grant access to the DTS system and ensure training records are up to date. Responsible for execution of funding utilizing the General Fund Business Enterprise System (GFEBS) for funding execution actions to include payroll analysis and perform other financial transactions where applicable. Responsible for correcting and preventing payroll IDOC errors and resolve IDOC errors as they occur. Responsible for payroll oversight and execution of maintaining payroll analysis duties. Specialized Experience: One year of specialized experience which includes: 1) Assist with drafting and/or formulating budgets or task plans; 2) Conduct cost-benefit analysis of programs and/or manpower; 3) Recommend solutions for financial plan objectives or discrepancies; AND 4) Utilize financial systems to verify and/or reconcile fiscal business requirements This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business or finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
