The Community Support Services (CSS) Team Leader seeks to strengthen the community support networks' capacity to serve clinically complex individuals, often times under rapidly evolving service delivery system. The CSS Team Leader's primary functions are to supervise the staff and program operations of the CSS team and provide oversight for delivery of CSS Services. This is done through collaboration with a wide range of social and human services personnel such as parole officers, social workers, administrators, psychiatrists, therapists, direct care staff, parents and family.
The CSS Team Leader provides staff supervision and clinical oversight, assuring that client interventions reflect the expressed goals of clients and accurate assessment of client strengths and needs. The position oversees the quality of supports provided in the community and related services to Community Based Services (CBS) business lines. The person in this position provides oversight and direction for program design, intake and referral, liaison training, compliance to policies, procedures and protocols, and generally meeting the CSS Guiding Principles and ultimately CBS mission. This position also serves as a clinical mentor for behavior analysts, social workers, and other clinical positions within the Forensic CSS team and CSS Liaisons.
Primary functions include, but are not limited to:
Provide operational leadership to the local CSS team, including budget management and staff supervision;
Ensure that services adhere to applicable policies, protocols, licensing standards, and legal requirements;
Promote collaborative relationships with regional and statewide stakeholders;
Ensure provision of quality services consistent with the DHS mission and CSS guiding principles;
Facilitate efficient and effective access to CSS services;
Contribute to CSS service development statewide through active participation in the CSS Leadership Team.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
Experience as a Supervisor, lead worker, team lead or project lead;
Completion of a State of Minnesota Leadership program (e.g. L4, Emerging Leaders Institute);
1 year serving as an Employee Resource Group (ERG) Chair or Co-Chair at Department of Human Services identifying issues, goals, and strategic actions.
AND
Three (3) years professional experience in a therapeutic, residential or corrective environment. NOTE - Security Counselor and Security Counselor Lead experience DOES NOT meet this requirement
Experience must include:
Case management, monitoring, or delivery of therapeutic services to individuals;
Supervising, mentoring, or providing lead work to staff.
Note: A Rehabilitation Therapy, Health Sciences, Behavioral Sciences or a related field may be substituted for 1 year of experience; OR a Bachelor's Degree in Rehabilitation Therapy, Health Sciences, Behavioral Sciences or a related field may be substituted for 6 months of experience.
OR An equivalent combination of the above.

Working knowledge of licensing requirements and billing processes related to Home and Community-Based Services waivered services.
Familiarity with behavioral health and disability services and support resources.
Experience working with adults with mental illness, intellectual disabilities, and/or behavior challenges in community-based settings.
Experience working with youth with mental illness, intellectual disabilities, and/or behavior challenges in community-based settings.
Experience interpreting client data from providers and generating data collection systems to include tables, graphing, etc.
Experience with civil commitments.
