This position takes a lead role in managing our Retro Review work that is a part of the positions purpose in the analysis and interpretation of health care utilization and claims data for the Health Improvement and Benefit Design (HIBD) division. HIBD's retrospective, post-payment review program is to understand and improve upon medical services that are delivered to Minnesota Health Care Programs (MHCP) members.
The purpose of the position is to look with a broad lens of data at:
Health care program policy changes through data analytics and evaluations,
Using available data from the retro reviews and other data bases, measure health care utilization and performance against national and state standards of evidence-based care,
Measure the impact of DHS or legislatively-initiated policy changes over time and
Measure health care outcomes in DHS fee-for-service populations via performance and outcome measurement projects.
In addition, this role looks at the data across services/systems and is responsible for strategically determining in a collaborative fashion, what service to conduct focused review/research to inform current and future policy. This is the division's responsibilities as the purchaser and manager of the service delivery aspects of Minnesota Health Care Programs. He/she interprets internal and external research studies to inform CMS, Health Care Administration (HCA) leadership, and HIBD management and staff determinations regarding policy and program changes. Minimum Qualifications
Three (3) years of specialized professional experience demonstrating the following:
Experience with research methodology including scientific theory, hypothesis testing, survey research techniques, data collection, data manipulation, data transformation and interpretation, and statistical analysis including multiple regression techniques.
Developing and leading a project from inception to completion.
Experience with project management, technical and non-technical report writing, and oral presentation of analysis and results.
Preferred Qualifications
Experience working in health services research and/or health care policy.
Understanding of federal and state laws and regulations governing state and federal health care.
Excellent communication skills including advanced writing, formal presentation and briefing skills.
Variety of experiences working effectively with others from different backgrounds and cultures.
