About this Job
The Division of Administration/Office of Planning and Budget has two vacancies.
An ideal applicant will have experience in budget development and/or policy research analysis and development; strategic operational planning; performance measurement, performance accountability, budget or fiscal analysis; program management; institutional research or public finance. Applicant must be able to work overtime, often times on short notice.
The Office of Planning and Budget (OPB) has the primary responsibility of implementing performance-based budgeting in the Executive Branch of Louisiana state government. This includes budget-related services such as long- and short-term financial analysis and operating budget development, monitoring and control, and policy development, planning, accountability, and other management services including integration of performance information into the budget development process. OPB staff represents the Governor and Commissioner of Administration on commissions, councils, boards, task forces, and consensus estimating conferences and through the State Economist, OPB provides revenue projections to the Revenue Estimating Conference.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Evaluates operating budget requests and develops performance-based budget recommendations for assigned state agencies, based upon executive guidelines, legislative revised statutes, and program mandates.
Analyzes and evaluates agency strategic and operational plans.
Drafts assigned sections of the Executive Budget and Executive Budget Supporting Document, Continuation Budget and Five Year Base Line Projection, Appropriations Bills, and Supplemental Appropriations Bill in order to provide budget recommendations.
Reviews and analyzes legislative instruments that have a fiscal impact on assigned agencies, providing bill summaries as directed.
Reviews agency financial and performance records for compliance with constitutional and statutory mandates, and for the efficient allocation of resources.
Monitors appropriations for assigned agencies.
Provides technical assistance and transmits budgetary information.
Analyzes mid-year budget adjustment requests for assigned state agencies, and testifies before legislative committees to justify adjustment and define and/or explain programs

Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a State Budget Management Analyst 1 (AS-616) or State Budget Management Analyst 2 (AS-618) depending on the level of experience of the selected applicant. The maximum salary for the State Budget Management Analyst 2 is $ 103,293 . Compensation: This position has a Special Entrance Rate (SER) as follows:
If filled as a State Budget Management Analyst 1, the SER is $1,824.80 biweekly.
If filled as a State Budget Management Analyst 2, the SER is $2,090.40 biweekly.
