About the Work Unit:
The Office of Environmental Justice ("OEJ") seeks to advance environmental justice in Colorado and implement statutory environmental justice mandates, including specific benchmarks and targets established by the Environmental Justice Act. We work in partnership with disproportionately impacted communities ("DI communities"); the Environmental Justice Advisory Board ("EJAB"); other federal, state, local, and tribal government partners; and offices and divisions with CDPHE. Our role includes meaningful engagement of DI communities; administering the Environmental Justice Grants Program and Supplemental Environmental Projects; partnering with the Water Quality Control Division to implement the Mobile Home Water Quality Act; providing high-quality spatial analysis and mapping through Enviroscreen and the DI Communities Map; and facilitating Environmental Equity and Cumulative Impact Analysis.
What You Will Be Doing:
This position serves as the Manager for the Environmental Justice Advisory Board ("EJAB") and ensures that the EJAB fulfills all statutory requirements Because of the EJAB's role in allocating environmental justice grant funding, this position also supervises positions who work on the grant program and in the related Supplemental Environmental Projects program that also distributes enforcement penalty revenue.
The role includes:
Advising and assisting the Governor's Office and the Executive Director of CDPHE in filling vacancies to the EJAB, with guidance from OEJ leadership.
Managing the activities of the EJAB, including:
Scheduling, preparing materials, and facilitating quarterly meetings
Scheduling and facilitating additional working group meetings as needed
Meeting regularly with EJAB co-chairs for planning purposes
Coordinating governance activities
Overseeing all logistical and administrative components of EJAB activities
Coordinating with the Department of Law
Providing policy advice, research support, and resources to EJAB members
Overseeing the Environmental Justice Grants program, including:
Working with OEJ leadership and the EJAB on the strategy and structure of the grant program
Managing the execution of grant cycles
Ensuring that the grant program meets all statutory guidelines
Coordinating with the OEJ Communications and Community Engagement Manager on outreach, external communications, marketing, and website content
Managing grant program staff
Overseeing the Supplemental Environmental Projects (SEP) program, including:
Working with OEJ leadership and leadership from other Environmental Divisions on strategy for the program
Creating efficiencies between the SEP Program and EJ Grant Program
Overseeing the implementation of the SEP program
Supervising the SEP Coordinator

MINIMUM QUALIFICATIONS:
Experience Only:
Eight (8) years of relevant experience in environmental justice, environmental health or public health policy or programs; environmental justice, environmental health, or public health project management; and/or grant management or grant program administration.
OR
Education and Experience:
A combination of related education in public health, environmental justice, epidemiology, environmental health, environmental sciences, environmental law, or a related field of study and/or relevant experience in environmental justice, environmental health or public health policy or programs; environmental justice, environmental health, or public health project management; and/or grant management or grant program administration equal to eight (8) years

Preferred Qualifications:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
A Master's Degree or higher in public health, environmental justice, epidemiology, environmental health, environmental sciences, environmental law, or a related field of study
Comprehensive working knowledge of environmental justice policy in Colorado
Experience coordinating and/or facilitating a board or commission, or other similar advisory body
Demonstrated experience in program management
Demonstrated experience developing and overseeing workplans and staffing plans
Supervisory experience, including performance management
Knowledge of fiscal management and contract monitoring processes
Experience working with a broad set of stakeholders
Experience working with underserved communities in a culturally meaningful way
