Fraud, Waste and Abuse Division
The FWA Division has the primary responsibility for detection and deterrence of provider fraud, waste and abuse (FWA), recovering overpayments, and performing preliminary investigations of potential fraud in the programs administered by the Department of Health Care Policy and Financing (Department), including the Colorado Medical Assistance Program (Medicaid) and the Colorado Children's Basic Health Plan, or Child Health Plan Plus (CHP+).
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Description of Job
The Medicaid Operations Office welcomes your interest in the Fraud Waste and Abuse (FWA) Division Director position. The position manages and oversees the daily operation of the FWA Division, each of its sections and units, and the Deputy Director position. This includes developing, implementing, and monitoring business plans, budgets and long-term strategy plans needed to carry out Division and Department goals and missions. This position monitors staffing and resourcing levels to ensure work can be adequately completed and in a timely manner by all staff within the Division.
Additional responsibilities in this position include:
Provide expertise, critical thinking and guidance to staff, management and other Department areas on sensitive and complicated program integrity concerns, oversight and referrals.
Oversee and direct all activities and functions occurring under the FWA Division and implement policies and guidelines.
Establish and maintain working relationships with outside agencies such as the State Attorney General's Office, Medicaid Fraud Control Unit (MFCU), Department of Law, Board of Medical Examiners (BME), Regulatory Agencies, Office of the Inspector General (OIG), the Centers for Medicare and Medicaid (CMS), U.S. Attorney's Office, United States Department of Justice, and the Federal Bureau of Investigation (FBI).
Primary liaison on all provider review cases.
Primary liaison with the Department's fiscal agent for provider representative issues involving potential fraud.
Primary liaison to vendors conducting work on behalf of FWA.
Determine workload assignments and coordinate referrals.
Represent the Department in Administrative Hearings and criminal proceedings.
Oversee recovery actions, provide final sign-off for all provider sanction letters and collaborate with section managers and executive staff in negotiation of provider settlements.
Sign off on all formal referrals to the MFCU and the State Attorney General's Office.
Accountable, including signature authority, for actions and decisions that directly impact pay, status, and tenure of the full-time equivalent positions within the FWA Division.

Preferred Qualifications
Professional experience in managing multiple work units and groups, specifically focusing on program integrity, provider payment reviews, fraud investigations, waste and abuse reviews and recoveries, RAC, FWA data analytics, and compliance monitoring activities. This includes monitoring staffing and resource levels to ensure work is being performed adequately and timely. This also includes developing, implementing, and monitoring business plans and budgets.
Professional experience working directly with various law enforcement agencies and partners regarding potential FWA cases and ongoing investigations. This also includes experience supporting a State Attorney General's Office in handling formal appeal cases.
Professional experience handling FWA cases, including overseeing preliminary investigations and referrals to law enforcement agencies.
Professional experience identifying and recovering waste and abuse from provider billing for Medicaid and/or Medicare services. This also includes education for providers on proper and appropriate billing practices.
Professional experience with handling administrative and criminal legal cases, including participating in settlement conferences, reviewing and approving legal documents, reviewing and negotiating settlement agreements, and participating in legal proceedings, including testifying on the behalf of a Medicaid agency.
Professional experience with creating and implementing policies and procedures for business processes in a professional work environment, as well as developing policies and procedures that improve program integrity compliance within a Medicaid agency.
Professional experience overseeing data analytics and data mining activities to help identify targeted opportunities for reducing FWA among Medicaid providers.
Professional experience managing contingency-based contracts.
Professional experience working collaboratively with officials from the Centers for Medicare and Medicaid Services (CMS) on FWA regulations, policies, and best practices.
Experience working with state lawmakers and policy makers to develop, respond to, and shape state legislation related to FWA activities.
Experience working with provider associations, advocacy groups, and oversight boards related to FWA activities.

CONDITIONS OF EMPLOYMENT:
All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
