The Work Unit:
The Colorado Department of Public Health and Environmentserves Coloradans by providing high-quality, cost-effective public health and environmental protection services that promote healthy people in healthy places. In addition to maintaining and enhancing our core programs, the department continues to identify and respond to emerging issues affecting Colorado's public and environmental health.
TheDivision of Disease Control and Public Health Response (DCPHR) is the department's lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch, Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting, Technology Branch; Refugee Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all @types of conditions, events and disasters that impact the public's health.
The State Public Health Laboratory ensures accurate and timely scientific laboratory analyses are provided in support of surveillance, diagnostic testing, epidemiological investigations of communicable disease outbreaks, bioterrorism events, food, water and dairy product safety, environmental hazards and other public health hazards and threats; provision of quality testing services as are required by statute for Streptococcus, Tuberculosis, Milk, Water, Food and other disease agents, oversight of select agent testing, and to insure that screening of newborns for inherited and metabolic defects is performed in accordance with recognized parameters of statutory and regulatory requirements, quality, safety, economy, safety, and timeliness.
THE POSITION:
The Microbiology Program Managermanages the activities of the public health microbiology, environmental microbiology, serology, virology, molecular science, and bioterrorism response laboratories; assures that activities are congruent with Departmental and Division goals; secures new sources of funding, prepares and executes budgets, assigns duties to unit supervisor, leads, and staff, approves scheduling and leave, and work assignments, makes decisions regarding hiring, promotions and transfers of personnel, develops policy, approves the revision and the establishment of new procedures, the evaluation and acquisition of new technologies and instruments for laboratory analysis; oversees biosafety within the microbiology program laboratories, provides expert scientific consultation to other divisions of the Department of Health, other units of state and local government, physicians, hospitals, public health and other health care providers; directs the overall response of the unit in public health emergency situations where communicable disease laboratory analyses are required; to develop and maintain programs that seek funding, staffing, training, equipment acquisition and replacement, oversees the maintenance of procedures, records, documentation and for the section laboratories; to ensure that the staff perform duties in compliance with all relevant statutes and regulations necessary to maintain licensure and/or certification according to CLIA88.

MINIMUM QUALIFICATIONS:
Experience Only:
Ten (10) years of relevant experience* public health laboratory testing, conducting scientific investigations, management/supervision, budget, grant management, emergency response or in an occupation related to the work assigned to this position.
OR
Education and Experience:
A combination of related education* in Epidemiology, Microbiology, Molecular Biology, Biology, Chemistry, Medical Laboratory Technology or Science, Public Health and/or relevant experience in public health laboratory testing, conducting scientific investigations, management/supervision, budget, grant management, emergency response or an occupation related to the work assigned equal to ten (10) years.

PREFERRED AND ESSENTIAL COMPETENCIES:
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate.
Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior or other posted competency should be considered as a preferred qualification and given weight under the process.
Doctoral degree in microbiological science or a related field;
Demonstrated success supervising a work unit in a public health laboratory, or regulated microbiology/molecular diagnostic laboratory.
Three or more years of public health or clinical laboratory management professional experience in a regulated laboratory.
Experience managing a laboratory budget and grants.
Experience with regulatory standards such as CLIA, FDA, EPA, and ISO 17025.
Experience interpreting and analyzing data.
Supervisory experience to include performance management and employee development.
ABMM, ABB or similar certification, or ability to qualify for certification
Knowledge of analytical or scientific software including but not limited to Laboratory Information Management Systems.
Knowledge of clinical diagnostic laboratory regulatory requirements and experience working with laboratory quality assurance programs.
Ability to strategize, organize and plan, including creating and updating site visit plans.
Ability to effectively communicate both orally and in writing with a wide range of customers.
Excellent critical thinking and problem solving skills.
Excellent interpersonal skills.
Ability to qualify for select agent approval.
Conditions of Employment:

Travel is required 2-3 times per year within the State of Colorado and nationally.
