Summary You will serve as a CIVIL ENGINEER (STRUCTURAL) in the Resident Officer in Charge of Construction (ROICC) office of the Planning Design and Construction Branch (PDCB) for NAVAL FAC ENGINEERING CMD WASH. Responsibilities You will develop, or conduct development, of complete working drawings and specifications for Design-Bid-Build (DBB) projects and development of Request for Proposal (RFP) for Design-Build (DB) projects. You will serve as as part of the Source Selection Technical Evaluation Panels (TEP) supporting the acquisition process. You will serve as a technical expert and perform design analyses and calculations for specialized civil/structural projects. You will perform Quality Assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by private architectural and engineering (A/E) design firms for large, complex projects. You will investigate and recommend corrective measures for difficulties or failures in existing structural conditions for Navy shore facilities. You will develop complex designs and analyses utilizing advanced structural engineering software. You will provide post construction award services (PCAS) including review and approval of contractor's submittals to determine that they conform to the requirements of the contract drawings and specifications. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
