Summary You will serve as a in the FINANCIAL MANAGEMENT ANALYST of NSTC GREAT LAKES. Responsibilities You will generate obligation documents using the Fund Administration and Standardized Document Automation (FASTDATA) system or similar system. You will balance Command Financial Management System (CFMS) authorizations, commitments, and obligations with various Standard Accounting, Budgeting, and Reporting System (SABRS) reports to identify and correct discrepancies. You will reconcile and manipulate data in a financial management system (e.g., Standard Accounting, Budgeting, and Reporting System-Field Level [SABRS-FL] or similar system). You will review, analyze, and reconcile accounting data to ensure accuracy, consistency of account balances and conducting reviews of outstanding obligations. You will reconcile unmatched disbursements (UMD), common interface file (CIF) errors and negative unliquidated obligations (NULO), research and correct erroneous data in the financial systems. You will process accounting adjustments to general ledger accounts to ensure accounts reflect correct balances. You will initiate audits to support financial reporting and financial systems improvement for audit readiness (FIAR), Command Financial Management System (CFMS) feeder system management and liaison. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting cost-benefits analyses to ensure proper internal controls, audits and financial management guidelines is adhered to; 2) Reconcile accounts (e.g., budgetary, financial, and travel data) between automated systems; 3) Analyzing accounting data to identify emerging patterns/trends related to dollar figures with the budget; 4) Utilize systems such as Standard Accounting and Reporting System/Field Level (STARS/FL), Standard Accounting, Budgeting, and Reporting System (SABRS), SABRS Management Analytical Retrieval Tools (SMARTS), Command Financial Management System (CFMS), Fund Administrator and Standard Document Automation (FASTDATA), and Defense Civilian Payroll System (DCPS) to perform a full range of financial/accounting actions; and Navy Enterprise Resource Planning (Navy ERP); 5) Advise personnel on accounting and financial policies and procedures.
