Specialized experience includes the same requirements for the GS-09 level in addition to: developing and executing complex budgets for a multifaceted research program with an emphasis on maintaining spending priorities and identifying waste or unnecessary expenditures, experience collaborating with fiscal departments to track transfers of grant funding and distributing to proper control points to ensure no disruption of research activity and availability of funds, analyzing long term financial data and creating reports to project strategic financial plans for future research programs, collaborating with research staff to prepare grant funding to ensure accurate allocation of resources and managing pay and cost deadlines to properly manage the organization's accounting cycle and prepare all financial accounts statements and ledgers as required by law and policy.; OR Education GS-11: Applicants may substitute education for the required experience.
