Summary This position serves as a Property Manager in the Material Management Division of the Logistics Service in White River Junction VA Medical Center and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned areas. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major Duties: Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area. Specific duties performed in this capacity are: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment and assists customers in the creation of Performance Work Statements for equipment procurement. Researches alternative sources for equipment procurement and independently determines the best purchasing and payment method to utilize, i.e. purchase card order, contract document, etc. Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues, such as inspections, installation, training and deployment of equipment. Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Manages and controls NX assets for a VA HCS and supported catchment area and recognized as an authority on NX asset management and serves as a subject matter expert to all services and service lines. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems across organizational lines. Acts as the focal point for all new equipment procedures. Makes decisions and commitments for the VA HCS and catchment area on equipment that materially affects the health care mission of Veterans. Schedules and conduct physical inventories (with a bar code scanner or other appropriate means) of all NX equipment and conduct reviews in locations throughout the catchment area. Supports other elements of the organization and performs other duties as assigned. Qualifying specialized experience includes: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use. OR Possess a successfully completed master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.
