Summary This Assistant Substance Use Disorder (SUD) Programs Coordinator is responsible for the clinical/professional and administrative management of the Opioid Treatment Program (OTP) within the VASTLHCS Mental Health Service (MHS) and will provide management assistance for the full SUD program including Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) and Intensive Outpatient Program (IOP). Responsibilities The coordinator provides leadership and guidance following the missions and vision of the health care system and program direction of the mental health service line. The incumbent takes part in the coordination of all substance use clinical support provided to various parts of the Health Care System and ensures that program activities support the overall rehabilitative process. Administrative responsibilities constitute 0.75 FTE. Incumbent is responsible for providing direct clinical services and resolving problems that arise regarding patient care issues. The Scope of the program and supervision require knowledge of various program designs, operations, guidelines, standards, performance and outcome measures as well as technical information. Incumbent manages and controls the use of data related to all programs regarding day-to-day functioning and program evaluation. Supervisory Responsibilities (25%) Serves as a direct care clinician, supervisor, and program coordinator for the program. Responsible for staffing, work assignments, treatment services provided, and access to social work services for the programs. Observes workers' performance, demonstrates and conducts work performance critiques, provides informal feedback and periodically evaluates employee performance including annual proficiencies and competencies. Resolve informal complaints and grievances, reviews and approves or disapproves leave requests, and assures that subordinates are trained and fully comply with the provisions of the safety regulations. Performs other related duties as assigned. Program Management (50%) Performs work related to the review, monitoring, analysis, planning, and assessment of the SUD Continuum of care. Responsible for overseeing the fiscal matters of the OTP including working with the Mental Health Administrative Officer on fund controls and equipment expenditures. Responsible for the programming and operations of the program assigned, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use. Oversee program operations and evaluations, identifying areas for improvement, gathering relevant data, assessing the data, developing and implementing ideas for improvement, and evaluating efficacy of improvement efforts. Performs other related duties as assigned. Clinical Responsibilities (25%) Provides a full range of interventions consistent with training and expertise, with special emphasis on evidence-based interventions found to be effective in substance use disorder settings. This includes, but not limited to, evidence-based treatment of substance use and behavioral addictions (such as gambling). Provides consultation and education services for substance use disorder care providers and other health care professionals to maximize the effectiveness of their interventions in reducing risk behaviors and enhancing recovery-promoting behaviors, with a significant emphasis on a recovery-oriented model of care. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.
