Position Description
The Payroll Analyst 1 is a Civil Service position within the Finance Department and Payroll Division that is responsible for performing more complex professional analytical work, and administrative duties involved in processing payroll for all of the Metropolitan Government including general government, Metro Nashville Public Schools, semi-monthly, and pension payrolls. This position also requires strong payroll knowledge as well as good communication and organizational skills. Other duties as required.
Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.
Typical Duties
Processes payroll for the Metropolitan Government including General Government, Metro Nashville Public Schools, Pension Payrolls, and compliance with deceased employees' final wages.
Collaborates with timekeepers as needed for payroll processing information.
Reviews changes and other pre-payroll data prior to processing to ensure employees are paid correctly.
Reviews compliance with taxation for payroll processing including federal, social security and Medicare taxes. Understands and ensures payroll compliance with garnishments, child support, and other withholding orders. Communicates and works with payroll tax professionals and treasury to ensure the correct and timely funding of payroll and taxes for all payroll runs.
Develops and documents existing and new processes within the payroll division.
Works and collaborates with ITS as needed on system issues to quickly resolve and find solutions.
Provides reports to departments and Benefits as part of the post payroll process.
Provides excellent customer service to active employees, pensioners, departments, and outside vendors doing business with the Metropolitan Government.
Works on special projects and other duties as needed.
Responsible for communicating with Division of Accounts for payroll cash information including total ACH payments, check payments, reversals, and voids.
Responsible for testing payroll processing in the Oracle R12\Cloud test environment as new payroll patches are applied and new payroll processes are implemented.
Crosstrain payroll staff to perform payroll processing functions.
Performs other duties as assigned.
Minimum Qualifications
Bachelor's degree in Finance, Accounting, or a related field from an accredited college or university and (2) years of professional-level experience in payroll, accounting or related field.

Preferred Experience, Knowledge, Skills, and Abilities
Knowledge and understanding of payroll, payroll tax laws, regulations, and compliance.
Fundamental Payroll Certification (FPC) or equivalent designation preferred.
Experience in the use of Oracle or similar payroll systems, Kronos or other time and attendance software applications.
